Transition of RWA’s functions

The NSW Government introduced the Redfern-Waterloo Authority Repeal Bill 2011 on Tuesday, 18 October 2011 which will be presented to the Legislative Council accordingly. The details of the Bill can be found here.

The objects of this Bill are to repeal the Redfern–Waterloo Authority Act 2004 and to dissolve the Redfern–Waterloo Authority (RWA) constituted by that Act. The Bill transfers assets, rights, liabilities and certain functions to the Sydney Metropolitan Development Authority (SMDA), which is constituted under the Growth Centres (Development Corporations) Act 1974 in respect of certain land in Redfern and Waterloo, where the RWA currently operates.

The RWA was always set up as a temporary organisation, however, the area will continue to see significant and positive developments through the NSW Government’s commitment to this important area of Sydney.

Many of the responsibilities of the RWA will be transitioned to relevant agencies, mainly the SMDA. The SMDA aims to drive housing and employment opportunities in specific areas serviced by public transport and infrastructure. As a priority, the SMDA is focusing on the urban renewal of the Redfern-Waterloo and Granville precincts.

Functions of the RWA not being transferred to the SMDA will be carried out by other key agencies as appropriate. This work has already commenced with the transfer of Development Applications to the City of Sydney and the Aboriginal Employment Program now being supported by Australian Technology Park Sydney Limited.

RWA will be working closely with all relevant agencies and the community to ensure the smooth transition of its functions.

More information on the transfer of RWA’s services will be announced with the Redfern-Waterloo Authority website updated on a regular basis at www.redfernwaterloo.nsw.gov.au.

Important changes to Development Applications

The Minister for Planning and Infrastructure has delegated his consent authority functions for Development Applications (DAs) and S96 Modification Applications under $10 million for development on the Redfern-Waterloo Sites to the City of Sydney.

This delegation is part of the broader reforms to implement the NSW Government’s commitment to repeal Part 3A of the Environmental Planning and Assessment Act 1979 and to return decision making to local Councils.

The changes to consent authority functions will apply to the eight identified sites in the State Environmental Planning Policy (Major Development) 2005. These are:

1.     Australian Technology Park (ATP)

2.     North Eveleigh

3.     South Eveleigh

4.     Eveleigh Street Precinct

5.     Redfern Railway Station, Gibbons and Regent Streets

6.     Former Rachel Forster Hospital

7.     Former Redfern Police Station / Court House

8.     Former Redfern Public School

The City of Sydney will now be responsible for:

·         Determining, under the Ministerial delegation, DAs under $10 million for development on the Redfern-Waterloo sites; and

·         Determining S96 modification applications to consents issued by the Minister on the Redfern-Waterloo sites.

The City of Sydney will continue to be the consent authority for DAs and S96 Modification Applications for the broader Redfern-Waterloo area (i.e. outside of the Redfern-Waterloo sites).

State Significant Development (SSD) over $10 million will be determined by the Minister. However, the Minister for Planning and Infrastructure will not determine SSD applications lodged by private proponents. Such applications will be determined by the Planning Assessment Commission or senior NSW Department of Planning and Infrastructure staff under delegation.

Help celebrate and promote Redfern

Local businesses and the community are invited to a special presentation on Wednesday, 16 November to help promote Redfern. The presentation will be held at Redfern Town Hall from 6pm-7.30pm and will feature:

·         An update on the Redfern brand

·         The introduction of the new Redfern Ambassadors

·         The Shop Improvement Matching Grant Program

·         Recent and up and coming events

·         The launch of an exciting new Redfern campaign

This event is being hosted by the Roll Up Redfern Group comprising Sydney Metropolitan Development Authority, City of Sydney, South Sydney Rabbitohs, South Sydney Business Chamber and REDWatch. Light refreshments will be provided.

BEP 2 Update

Following the non-statutory planning exhibition of the Built Environment Plan Stage 2 (BEP 2) early this year, the Sydney Metropolitan Development Authority is considering submissions and will be undertaking further analysis and studies into aspects of Draft BEP 2 over the coming months. Housing NSW is also undertaking detailed community consultation on a preliminary Master Plan which will culminate in a Community Design Workshop scheduled for March 2012.

The SMDA will exhibit an Urban Renewal Study incorporating the BEP 2 sites after completion of required studies that will enable further consultation with the community and key stakeholders. The Urban Renewal Study will look at traffic and transport, urban design, social and economic impacts, infrastructure, utilities, and sustainability, and will be conducted within the framework of the State Environmental Planning Policy (Urban Renewal) 2010 and an Outcomes Brief issued by the NSW Department of Planning and Infrastructure.

The SMDA will keep the public updated on this progress.

RWA Business Advice Service

The Redfern-Waterloo Business Advice Service provided by the Redfern-Waterloo Authority (RWA) is being extended until the end of the year to give local people, free-of-charge, the opportunity to get some expert advice on how to start a new business or growing an existing business. 

If you are thinking about working for yourself, starting a new business or growing an existing business, or if you need help with business planning, understanding business regulations, business finance or improving your business management skills, then please call for a free one on one confidential advice session with an experienced business advisor.

Community building partnership funding

Community groups are encouraged to apply for funding under the State Government’s Community Building Partnership program. The Sydney, Heffron and Marrickville electorates have each been allocated $300,000.

Applications close on Monday, 31 October 2011 and can be made online.

The funding is for building or upgrading local facilities and includes capital works, refurbishment, repairs and maintenance or buying capital equipment. Applicants need to demonstrate how their project will benefit their local community through the building or improvement of facilities to deliver positive social, recreational or environmental outcomes. Projects must start by late 2012 and be completed before the end of March 2013.

ATP reduces its carbon ‘thumbprint’

A new solar power system has been installed on the roof of the NICTA Building at Australian Technology Park (ATP) to drive renewable energy as part of the Park’s overall sustainability strategy.

The 61kW solar panel system is generating approximately 93,000 kWh per year from the sun’s radiated energy (similar to the energy use of 12 average households) and will provide around 13 per cent of the NICTA Building’s base building electricity requirements. This includes air conditioning for tenants during business hours as well as power to foyers, lifts and common areas.

The new solar panel system deploys high efficiency technology with the installation involving 325 solar panels set up on to the NICTA rooftop. The solar panels will not only generate electricity, but will also provide shading to a significant proportion of the NICTA Building roof area to deliver the added benefit of lessening demand for air conditioning and electricity consumption.

On weekends and public holidays, when building energy demand is low, surplus electricity from the solar power system will be fed into the public grid.

The system will produce free and clean electricity for a lifetime of 30 years or more.

Christmas banner competition

Local school and youth groups will be showing off their artistic skills and spreading some Christmas cheer at Eveleigh Market by taking part in the Christmas Banner competition.

The decorated Christmas banners will be on display at Eveleigh Market with the winners announced on Saturday, 10 December 2011. Market goers can vote for their favourite banner in the People’s Choice Award.

The winner and People’s Choice Award winner will each receive $1,000 with the runners up winners each receiving $500.

Alexandria Park Community School won the banner competition last year and spent the prize money on additional technology resources for the school. Eleven schools and youth organisations are taking part this year.

UNSW students present ideas for Redfern-Waterloo

Students from the Faculty of the Built Environment at the University of New South Wales have been conducting an Advanced Urban Design Studio Study for the Redfern-Waterloo district.

The Program, running from 17 July to 27 October, 2011, has involved students preparing an urban design and plan for the Redfern-Waterloo area with ideas addressing housing, jobs, transport, infrastructure, community, environment and open space issues.

Students will present their ambitious final designs and plans along with their earlier analyses, plans, designs, and scenarios on Thursday, 27 October 2011 at UNSW Kensington, Red Centre West, 5th Floor Theatre from 1pm – 5pm with refreshments to follow. The memory of Trevor Davies lives on

Go Get, the car share service, has honoured the late Trevor Davies, founding Editor of the South Sydney Herald, by branding one of their vans the 'The Trevmobile'. The Trevmobile is located at Codrington St, Darlington in memory of Trevor who was a Go Get supporter so look out for it travelling around Redfern-Waterloo!

DEVELOPMENT APPLICATIONS

Although consent authority functions for Development Applications and Modification Applications is now delegated to the City of Sydney, the Redfern-Waterloo Authority remains the consent authority for Development Applications received prior to 1 October 2011. The current Development Applications being considered by the RWA are:

Removal of parking restrictions to the use of the lower car park, ATP

An application was received to modify development consent DA 050-07-09 and amend condition E1(a) to remove parking limitations (HSC and special events only) and to permit the use of the lower car park (Lot 9) for temporary car parking seven days a week at Australian Technology Park until the site is redeveloped. The application is on exhibition from 19 October to 2 November 2011.

New entry doors to Bays 1 & 2 of the Locomotive Workshop, ATP

A development application was received for the construction of glass doors to the east entry of Bays 1 & 2 of the Locomotive Workshop at Australian Technology Park. The application is on exhibition from 14 to 28 October 2011.

Corporate event in the Former Clothing Store, 231 Wilson Street, North Eveleigh

A development application was received for the hosting of a corporate event on Tuesday, 29 November 2011 within the Former Clothing Store and surrounding forecourt area fronting Wilson Street, Darlington, for approximately 500 guests. The event will include the provision of background DJ music within the Clothing Store from 6:00pm-8:00pm and 9:00pm-10:30pm with a live act performance taking place between 8:00pm-9:00pm inside the building. Other associated events, including the provision of non-amplified music, will be provided in the forecourt area. Bump-in for the event will commence on Monday, 28 November 2011 and bump-out will be completed by Wednesday, 30 November 2011. The application is on exhibition from 13 to 27 October 2011.

Clothing and bicycle retail shop at 116 Lawson Street, Redfern

A development application was received for the fit out of the existing ground floor premises for use as a clothing and bicycle retail shop. The application is on exhibition from 6 to 20 October 2011.

Bike shop / cafe & workshop at 1/156 Abercrombie Street, Redfern

A development application was received to refurbish the existing shop for use as a bike shop / cafe & workshop, install new signage and erect a new metal shed at the rear yard for the storage of repaired bikes. The application is on exhibition from 6 to 20 October 2011.

Telecommunications facility upgrade, Biomedical Building, 1 Central Avenue, ATP

A development application was received for the upgrade of the existing telecommunications facility of the Biomedical Building at Australian Technology Park. The application was on exhibition from 29 September to 13 October 2011.

Enlargement of smokers' balcony in Railz on Regent, 56 Regent Street, Redfern

A development application was received for the enlargement of the existing smoker's balcony on the ground floor of the existing pub, including internal and external facade works to the building. The application was on exhibition from 22 September to 6 October 2011.

Demountable building at 255 Wilson Street, North Eveleigh

The application to erect a single storey demountable building for use as a classroom in association with the existing Les Tobler Construction Training Centre was approved on 6 October 2011.

Building identification signage to the external facade of the Locomotive Workshop, 2 Locomotive Street, ATP

The application for the installation of a new building identification sign to the Locomotive Workshop, Bay 8, at Australian Technology Park, was approved on 5 October 2011.

New standby generator and building works to the Transport Management Centre, 25 Garden Street, ATP

The application to replace and install a new standby generator and grill and relocate roller and emergency exit doors on the eastern facade of the Transport Management Centre at Australian Technology Park was approved on 16 September 2011.
