Waterloo State Significant Precinct (SSP) Studies and Consultants
NSW Planning and Environment have posted details of the studies required for the Waterloo State Significant Precinct, Land and Housing Corporation has posted a summary of these requirements and information about how and by whom the studies will be undertaken. In addition there have been two sessions in which there has been verbal clarification on some of the study issues. Here we have bought the information on studies as of 2 June 2017 together in one place.
Council's Role in the Waterloo SSP and the Project Review Panel
According to the Precinct Declaration The Department of Planning and Environment has established a Project Review Panel for the Nominated State Significant Precinct - Waterloo. It also provides some information alongside the initial announcement that gives us information about the City of Sydney Council role.
Waterloo Master Plan Site Visits from 29 May to 2 June 2017
LAHC has provided details of consultants working on master plan studies that will on Waterloo Estate during the week 29 May to 2 June 2017. These are provided below.
Quick Waterloo Tree and public domain Study!
Land and Housing Corporation (LAHC) have advised that there will be master plan consultants on Waterloo Estate on Friday 25 and 26 May 2017.
Quick Waterloo Traffic Study!
Land and Housing Corporation advised that a quick Traffic Study was being undertaken on Tuesday 23 May 2017. The traffic study will be measuring current traffic levels – vehicular, pedestrian and bicycle of the greater Waterloo area.
Initial Waterloo State Significant Precinct Declaration Details
Following the State Significant Precinct declaration for Waterloo on 18 May 2017 additional information was placed on both the NSW Planning and Environment's website and on the Communities Plus website. REDWatch provided the following initial unpacking of the declaration announcement to members, supporters and agencies on 21 May 2016.
Waterloo Nominated as State Significant Precinct kicks off Master Planning
Waterloo has been nominated by the NSW Government as a new State Significant Precinct which formally kicks off the master planning of the site. Residents have been advised by staff involved in the master planning that the master planning will commence with a month of capacity building with consultation workshops planned to commence towards the end of June/beginning of July. The Communities Plus website will be updated soon as the Department of Planning and Environment’s website. A newsletter to residents is planned for next week.
Independent assistance for master planning

Building a platform of opportunity for Redfern/waterloo redevelopment
On 2nd March 2017 REDWatch held a session on Health Impacts and redevelopment – what do we need to know? The input to this session was provided by Elizabeth Harris, an Associate Professor in the Centre for Primary Health Care and Equity at the University of NSW and Director of the Health Equity Research and Development Unit, Sydney Local Health District. Below is an outline of her presentation.
3801 Ltd again under threat in 2017
Eveleigh Heritage rail operator, 3801 Ltd, after two years of difficult dealings with Transport Heritage NSW, was locked out of Eveleigh’s Large Erecting Shop (LES) at the end of January 2017. It can no longer operate its scheduled trips including the Cockatoo Run to the Illawarra and tours which collaborate with the cruise ship industry. Anything that leaves the LES cannot be returned to it.
What would Gladys Do?
With 3801 Ltd locked in a battle with Transport for NSW to be able to stay at the Large Erecting Shop (LES) in 2017 under a Berejiklian government, it is interesting to look back at the comments Gladys Berejiklian made in 2006 as then Shadow Transport Minister when 3801 Ltd was locked in a similar battle with the then NSW Labour government. You can see these in the media release below. What is the current equivalent of "A NSW Liberal/Nationals Government would ensure RailCorp renews the existing lease and was prevented from disposing of any of the rolling stock"? Maybe it is time for Gladys to take a personal interest in what is currently happening to 3801 Ltd to ensure they get a renewed lease and can continue to operate out of Eveleigh.
The Large Erecting Shed has been locked and 3801 Ltd's tours ex Eveleigh suspended
The two articles below appeared in the Illawarra Mercury regarding the "Cockatoo Run" operated by 3801 Ltd out of Eveleigh. 3801 Ltd and other operators using the Large Erecting Shed (LES) were locked out at the end of January when they were unable to find an alternative locatioon for thier locomotives and other equipoment.
AHC Pemulwuy Project Student Housing Proposed Changes
The Aboriginal Housing Company (AHC) has submitted revised plans to the Department of Planning and received the Department’s requirements for changes to the Student Housing element of the already approved Pemulwuy Project. Redfern Station - Application to replace Platforms 6 & 7 - Closes 11 January 2017
The following notice has appeared on Redfern Station over the holiday break. It appears Sydney Trains propose to undertake work on platforms 6 & 7 while discussions are supposed to be underway this year about the possibility of a station upgrade are under discussions between UrbanGrowth NSW and Transport for NSW.
Progress Report on Redfern Station – 23 Nov 2016
The extract below is taken from the minutes of a meeting Wednesday, 23 November 2016 between representatives of Transport for New South Wales and representatives of the Planning Assessment Commission as part of its assessment of the Australian Technology Park State Significant Development Application. The minutes provide the following information about planning (or lack thereof) for Redfern Station and contrast to a December 2 news article in Central.
ATP CBA Redevelopment Approved with Changes by Planning Assessment Commission
The Planning Assessment Commission has made a number of important changes to the Department of Planning’s proposed consent conditions before providing approval for the Mirvac ATP development. Below is: a summary of the decision from the PAC Information sheet; links to the PAC reports and changes; and the ATP media release. Please note a number of significant changes are not highlighted in the Summary including changes to the Contribution Plan fees payable and measures to monitor public transport use by the site on an annual basis - the full details can be read in the ATP Determination Report link at the end of the PAC Summary.
Waterloo relocations put back to mid 2018
Discussions are still underway about what studies will be be undertaken in the Waterloo Master Plan which is scheduled to start in 2017. Land and Housing Corporation (LAHC) have said the Master Plan will determine where on the estate redevelopment will take place. These delays mean LAHC will not know until well after mid 2017 where they will start and which residents they will want to relocate. On 12 December 2016 it was decided that Waterloo tenants should be advised that the first relocations will be pushed back. A brief statement on the FACS website says LAHC are now looking at relocations starting mid 2018.
Community gathers to remember Ross Leslie Smith (1941–2016)
Alexandria Town Hall was packed with tenants, friends, agency workers, bureaucrats and politicians for a celebration of Ross Smith’s contribution to his community on November 18 reported the South Sydney Herald of December 2016.
