The early public housing tenants had to prove they had a stable job to be able to pay the rent and have their homes inspected to see if they could look after a public housing unit. In those days, it resembled what today we call affordable housing.
Since the early 2000s priority has been increasingly given to allocate housing to people with high and complex needs. This has not been matched by an increase in the human services needed to help them maintain a tenancy without adversely impacting their neighbours.
Growing waiting lists, public housing sales, estate redevelopments and transfers to Community Housing Providers are some of the changes on the horizon.
