    <title>Concern over future of heritage railway machinery</title>

<p>Redfern-Waterloo group REDWatch has obtained photographs of parts of a pivot crane spray painted with pink crosses and tagged “Australian Technology Park Surplus Heritage Item… Identified for Disposal”.</p>
<p>REDWatch spokesperson Geoff Turnbull said the markings and tags had appeared prior to a consultation session, scheduled for next Monday, to discuss the Park’s new conservation management plan.</p>
<p>“This totally pre-empted any discussion about what they were planning to do and what should happen… as a result a whole pile of heritage people have got very upset,” he said.</p>
<p>The Australian Technology Park occupies the site of the old Eveleigh Railway Workshops, built in 1887, and many examples of late 19th-century machinery remain.</p>
<p>Mr Turnbull said the 2008 NSW mini-budget announcement, detailing the proposed sale of a 99-year lease over the Australian Technology Park, had necessitated due diligence preparations, including the reviewing of heritage instruments.</p>
<p>Wendie McCaffley, director of Wrought Artworks, who operates the heritage blacksmithing workshop at the Technology Park, said the tagged equipment was looking the worse for wear but remained an important part of the collection.</p>
<p>“They’re very significant pieces of equipment which were listed in the conservation management plan for movable items,” she said.</p>
<p>“They’re not supposed to be disposed of, this isn’t what was supposed to happen.”</p>
<p>Ms McCaffley said the equipment could be restored.</p>
<p>“It’s the largest, most integral collection of Victorian railway equipment remaining in the world [according to the] Smithsonian Institute [in] Washington DC,” she said.</p>
<p>“With a bit of engineering knowledge and a team of people, it could be restored to its former glory… you’ve got to be able to see and feel, to have that connection to what has happened here in the past.”</p>
<p>But the Australian Technology Park said the whole issue had been a misunderstanding.</p>
<p>“Nothing is being thrown out,” said Managing Director Roy Wakelin-King.</p>
<p>“We are investing money to preserve these valuable heritage items… The pink crosses actually identify items that are going to be refurbished and placed back in the ATP as a heritage-significant item,” he said.</p>
<p>“The tags displaying disposal refer to a term used by our heritage consultant MacLaren North to indicate those items that are being refurbished or relocated for preservation purposes.”</p>
<p>The ATP also indicated that once refurbished, the pivot crane would be displayed in the Park’s upgraded Innovation Plaza, along with a steam crane and a 3801 train.</p>
<p>Refurbishment is expected to be completed by June 2010.</p>

<h1><strong>RWA Heritage Taskforce Established</strong></h1>
<p class="MsoBodyText">The Minister has approved the establishment of the Heritage Taskforce that was requested from the meeting of heritage people on 28<sup>th</sup> October 2008. The first meeting for that Taskforce is scheduled for 8<sup>th</sup> December 2009.</p>
<p class="MsoBodyText">The Taskforce that is being established is a little different from what we requested in that it will deal with a wide range of Redfern Waterloo Heritage issues and not just with the Eveleigh Railyards. Underneath the Taskforce it is proposed to establish a number of working groups which will work on particular projects such as a workers wall proposal or documenting Aboriginal involvement in the Eveleigh site or the formation of Aboriginal organisations in Redfern Waterloo. This structure will enable a wide range of people to become involved in working on projects of interest to them.</p>
<p class="MsoBodyText">The “core” Taskforce will be made up of representatives from the RWA, RailCorp, Heritage Office, Tourism NSW, Housing NSW and the City of Sydney. There will be four community representatives, Mary Lynne Pidcock (President of the Redfern Waterloo Chamber of Commerce) and myself as well as two Aboriginal representatives from an expression of interest process. Regrettably there is no non government specialist heritage person on the Taskforce. As the writer of the letter requesting the Taskforce I am seen as a conduit for this input but I am uncomfortable with this role and have indicated that I believe there should be a specialist non government heritage person on the Taskforce.</p>
<p class="MsoBodyText">While the Terms of Reference for the Taskforce have been signed off by the Minister they will also go to the first Taskforce meeting for adoption. As soon as the Terms of Reference are available and there is an indication from the first meeting on what will be the next steps for working groups I will send out another email.</p>
<h1><a name="_Toc247676983"><strong>ATP Conservation Management Plan (CMP) Consultation – 7<sup>th</sup> December 2009</strong></a></h1>
<p class="MsoBodyText">Godden Mackay Logan have called a Public Information Session / Consultation as part of the revision of the CMP for the ATP site.</p>
<p class="MsoBodyText">The session will be held on site on Monday, 7 December 2009, from 4-6pm in meeting room 6A, Level 1, Bay 6 Locomotive Workshops (please enter via Bay 8). If you would like to attend the information session could you please respond to Jane Vernon at Godden Mackay Logan by phone on 02 9319 4811 between 9am and 5.30pm, Monday to Friday.</p>
<p class="MsoBodyText">The letter of invitation circulated says:</p>
<p class="MsoBodyText"><strong><em>It has been a number of years since a Conservation Management Plan was prepared for the site and previous plans have addressed the Locomotive Workshops building only. This new Conservation Management Plan would address the Australian Technology Park site as a whole, including its significant machinery, and would take into account the changes that have occurred to the site since most railway operations at Eveleigh closed in 1988.</em></strong></p>
<p class="MsoBodyText"><strong><em>This session provides an opportunity for stakeholders, interested parties and local community members to reflect on the significance of the former Eveleigh locomotive workshops and the changes that have occurred to the site over the past 20 years.</em></strong></p>
<p class="MsoBodyText"><strong><em>The information session would also provide an opportunity for stakeholders and the local community to raise issues they have regarding the site's management</em></strong></p>
<p class="MsoBodyText">If you are not able to attend the workshop, you may provide feedback by filling out a form which is available from Godden Mackay Logan at 78 George Street Redfern, NSW 2016.</p>

<h1><a name="_Toc247676984"><strong>ATP S170 Heritage Register Overview Report &amp; Moveable Heritage at ATP</strong></a></h1>
<p class="MsoBodyText">Recently some “Australian Technology Park Surplus Heritage Item … Identified for Disposal” tags and pink crosses appeared on some of the outdoor moveable heritage equipment at the ATP. This was the first that people were aware that decisions had been made about the moveable heritage which it was expected would be dealt with under the CMP.</p>
<p class="MsoBodyText">You can see the two media articles about this at <a href="http://sydney-central.whereilive.com.au/news/story/australian-rail-heritage-travesty/"><u>Australian rail heritage ‘travesty’</u></a> and <a href="http://www.altmedia.net.au/concern-over-future-of-heritage-railway-machinery/14134"><u>Concern over future of heritage railway machinery</u></a> . Attached you will find a statement by the ATP in which they state that <strong><em>“No heritage equipment has or is being thrown out”</em></strong>.</p>
<p class="MsoBodyText">Following the discovery of the tags I have been informed that back in 2008 the RWA / ATP engaged Dr Maclaren North of Futurepast Heritage Consulting P/L to undertake a Section 170 review of the RWA and ATP Heritage Holdings. Government agencies have responsibilities under Section 170 of the Heritage Act 1977 (NSW) to identify, conserve and manage heritage assets owned, occupied or managed by that agency.</p>
<p class="MsoBodyText">Included in Dr North’s study was a review of the ATP’s moveable heritage management. This had previous been covered by the Godden McKay Eveleigh Workshops Management Plan for Moveable Items and Social History in 1996. The Section 170 report by Dr North was endorsed by the Heritage Office in November 2008 and the ATP advise it “has been publically available from the NSW Heritage Office since that time”.</p>
<p class="MsoBodyText">I have sighted an extract of the section from the September 2008 Australian Technology Park Section 170 Register Overview Report that deals with items recommended for ‘disposal’. The labelling of the equipment at ATP seems in accordance with the recommendations of this section of the report.</p>
<p class="MsoBodyText">I have posted the extract on the REDWatch site so people can see the recommendations. The original 1996 Management Plan for Moveable Items is also on the REDWatch website at so you can access the original inventory sheets for the thirteen items from the 1996 plan that have been recommended for disposal. If I can get an electronic version of the full report I will also post that on the website. These documents can be seen under <span class="contenttype-foldersummary"><a href="../listings/moveable"><u>ATP Eveleigh Moveable Items</u></a></span></p>
<p class="MsoBodyText">In my view this report should have been placed on the ATP’s website when it was approved and there should have been some notification made to interested parties that the report was being / had been prepared. Over the last year it should have been known to those concerned about the equipment and heritage on the site that a new instrument was guiding ATP’s heritage management. I have requested that the report be added to the ATP website.</p>
<p class="MsoBodyText">In fairness to Mr Wakelin King this study would have been completed and approved by the Heritage Office before he came to the RWA / ATP.</p>
<p class="MsoBodyText">Hopefully the information above provides some background on the arrangements currently covering Moveable Heritage at the ATP that will be useful if you attend the CMP Information / Consultation session which is also dealing with “significant machinery”.</p>
<h1><a name="_Toc247676985"><strong>ATP - Channel 7 Building Community Information Meeting - Tuesday 15th December 6-8pm</strong></a></h1>
<p class="MsoBodyText">The Channel 7 building, 8 Central Ave in the Australian Technology Park is in its final stages of completion. Channel 7, Pacific Magazines and Global Television will relocate their offices to the new site in early 2010.</p>
<p class="MsoBodyText">A community information meeting is being held so that local residents, ATP tenants and businesses can find out about the arrival of Channel 7 and its partner companies, and how the building and surrounding area will operate. The meeting is organised by the RWA &amp; ATP.</p>
<p class="MsoBodyText">The Meeting will be held in Room 6B, Bay 8 Locomotive Street Australian Technology Park from 6-8pm on Tuesday 15<sup>th</sup> December 2009. Everyone is welcome.</p>

<h2>Charles Kernan Reserve Barbecue</h2>
<p>In 2010 a BBQ and picnic facilities were installed in Charles Kernan Reserve, Abercrombie Street, Darlington, as part of the park upgrade works. The electric barbecue unit is free to use and is operable between the hours of 9am - 9pm seven days a week.</p>
<p>The City continues to receive mixed feedback about this facility and its impact to local residents. We are inviting further comment from the community to enable the City to determine whether the barbecue should remain or be removed from the park.</p>

<p>Dear Clover Moore,</p>
<p>I'm writing regarding the mooted removal of the barbecue from
 the Charles Kernan Reserve, Abercrombie Street, Darlington. (I hope you
 don't mind me getting in touch via Heckler, but it's an analogue 
version of Facebook that keeps Friends of the Barbecue in the loop.)</p>
<p>A letter from the Sydney City Council tells locals: ''The 
City continues to receive mixed feedback about this [barbecue] facility 
and its impact to local residents.'' (Er, try ''impact on''.)</p>
<p>Now I'm just guessing, but I suspect the only thing ''mixed''
 that the barbecue continues to receive are the grills cooked on it by 
hundreds of park users who enjoy the camaraderie engendered by sizzling 
flesh together (or tofu, as the case may be - for we are an open-minded 
community). I mean, exactly what is this ''mixed feedback?'' Who rings 
council to praise a barbecue?</p>
<p>No, I'll go out on a limb here and posit that, in opposition 
to the silent majority of happy barbecue users, the only ''mixed 
feedback'' consists of the complaints of precisely one NIMBY whinger, 
who lives in that glorified tin-shed apartment complex overlooking the 
park and barbecue ''facility''.</p>
<p>I can't prove it, Clover, but I'll bet if you checked you'll 
find that this anti-barbecue agitator is the same NIMBY whinger who 
successfully lobbied you for the removal of the basketball hoop from the
 park a couple of years back.  The sound of kids laughing and bouncing a
 ball at 7.30 on a summer's evening must have penetrated the NIMBY's 
eyrie, playing merry hell with  reruns of <em>Heartbeat</em> and <em>To The Manor Born</em>.</p>
<p>People bang on about the erosion of ''community'' and how we 
don't even know who our neighbours are. Outside of pubs, the park is one
 of the last patches of unmediated social interaction possible, a little
 sliver of green in which to romp with kids and dogs, chat with 
strangers and, yes, pick meat from teeth together.</p>
<p>Take away the basketball, take away the barbecue, and what 
will the Grinch target next? The slippery dip and swings? ''Death 
traps!'' The community garden? ''The pumpkins groan at night!''</p>
<p>The bland and the beige never sleep, Clover, but you can save
 the barbecue in the Charles Kernan Reserve. It's what Charles Kernan - 
whoever he was - would have wanted.</p>

Transport for NSW Disability Action Plan 2012-2017</h2>
<p>The Disability Action Plan 2012-17 was published in December
2012. It details the NSW Government’s Plan for addressing Disability issues on
public transport between 2012-2017. It shows the NSW has not met the 2012 targets
of the Federal Disability Discrimination Act 1992 and that it does not expect
to meet the 2017 targets.     <description>PHASE two of the long-running Lift Redfern campaign — which aims to get elevator access at the busy innercity railway station — is under way with the launch of an online petition reports Central Magazine in its 6 March 2013 issue. </description>

<p>Last year, a petition of 10,000 signatures supporting the addition of 
lift access at Redfern station was brought before State Parliament but 
the matter was dismissed after a brief 20-minute discussion.</p>
<div class="clear">
<p>
The campaign, however, continues and the online petition will be used to
 request the immediate installation of lifts on platforms 11 and 12 as 
an interim measure, as well as ask for an exact timeframe as to when 
work will start on completely upgrading the station.</p>
<p>
Under the Federal Disability Legislation in the Accessible Transport 
Action Plan, 55 per cent of infrastructure across the entire NSW rail 
network should have been made wheelchair accessible by the end 2012 and 
100 per cent should be accessible by the end of 2022.</p>
<p>
						Lift Redfern spokesman Geoff Turnbull said only 43 per cent of stations are currently accessible.</p>

						Mr Turnbull said in the meantime the upgrades to platforms 11 and 
12 could be accomplished without having to alter the existing station.</p>
<p>
						‘‘Platforms 11 and 12 are wide – these could be easily upgraded 
without major work needing to be undertaken to the rest of the 
station,’’ he said. ‘‘To put lifts on the other platforms it is going to
 be a very expensive exercise because the platforms will need to be made
 wider.</p>
<p>
						‘‘That is why we are just asking for those two platforms to begin 
with, so people who have mobility difficulties can at least get from 
Central to Redfern.’’</p>
