 and the other documents are appendices
 that provide additional information. At the end of this email we will 
provide a list of the documents in order so they can be easily located 
as they are jumbled up on the Department of Planning website. 
Submissions can be made

from this link on the exhibition site</a>.</p>
<p>The proposal contains 
some significant changes from Bridge’s initial presentation to REDWatch 
on 2 March 2023. Bridge have dropped the 100 proposed private apartments
 from the scheme&nbsp; and are now proposing only
 social and affordable housing on the site in addition to a new PCYC, 
Bridge’s offices and 11 disability / carer units. The application states
 that if financing for the affordable housing does not eventuate they 
will submit a new DA. The current estimated development
 cost is $213,606,722 (excluding GST).</p>
<p>There is no information
 we can see that details what kind of affordable housing is proposed. 
The initial proposal contained both affordable housing linked to income 
as well as discount off market housing which
 was only proposed to be affordable for 10 years.</p>
<p>The documents propose 
an increase of 24 units on the site to bring the total to 355. The 100 
private units have been replaced by 77 extra affordable and 47 extra 
social. Given that Homes NSW only required 100
 units on the site it is not clear if the extra 47 will be part of the 
Homes deal or if Bridge Housing will own and operate some themselves. 
The initial proposal was that the Homes NSW social housing units would 
be operated by the Waterloo successful tendering.
 As the consortium Bridge was part of withdrew from the Waterloo tender,
 there is the possibility that while Bridge might build these Units they
 may now be operated by the successful Waterloo tender.</p>
<p>The proposal includes 
an application (Appendix E) for a slight increase in height over the 
edge of one building as well as a request for additional floor space 
allowance (Appendix F). The figures on the latter
 are not clear due to the need to juggle site FSR’s of 1.5:1, allowance 
for the community facility 0.57:1), a 10% design excellence allowance 
and a BASIX water allowance (0.15:1) that the says the site does not 
meet. The FSR requested is 2.442:1 which the application
 says is an increase of 6.75% if they had met the BASIX targets.</p>
<p>Obviously REDWatch has 
not had a chance to go through the documents in detail and we will 
approach Bridge for clarification and see if we can arrange a community 
meeting where Bridge can brief the community on
 their proposal and ask any questions. The short exhibition time means 
that it falls between our November AGM tonight and the first Thursday in
 December.</p>

 ON TRACK FOR RENEWAL </strong></h2>
<p style="text-align: justify;">More
than ten hectares of public land near one of Sydney’s best-connected train
stations will be transformed, creating a residential, entertainment and
technology hub on the doorstep of the Sydney CBD.</p>
<p style="text-align: justify;">Minister
for Cities Rob Stokes said the draft master plan for Redfern-North Eveleigh
sets a vision for affordable and diverse housing, a start-up hub and
entertainment precinct within walking distance of Redfern Station.</p>
<p style="text-align: justify;">“The
Redfern-North Eveleigh precinct is a ten hectare parcel of inner city public
land that has been off limits to the general public for more than a century and
provides the perfect place for a new city-shaping precinct,” Mr Stokes said.</p>
<p style="text-align: justify;">“We’re
transforming the old rail yards by restoring and protecting their heritage
value, building new homes and offices while creating more than 14,000 square
metres of public space, including a new town square and public parkland.</p>
<p style="text-align: justify;">“Just
as we’ve seen at Carriageworks, this plan will celebrate Redfern’s deep
indigenous connection and industrial past while creating a new precinct that
accommodates people to live and work in the inner city.</p>
<p style="text-align: justify;">“We’ve set a historic target of 30 per cent diverse housing, half of which
must be social and affordable housing, which is triple the Greater Cities
Commission’s baseline target.”</p>
<p style="text-align: justify;">The draft masterplan is focused on the Paint Shop sub-precinct, named
after the 135-year-old red brick Victorian workshop where trains were overhauled
up until 1988.</p>
<p style="text-align: justify;">Key features of the draft masterplan include:</p>
<ul><li>Adaptive reuse of the 6,000 square metre Paint Shop building.</li><li>New public square fronting Wilson Street.</li><li>New public parkland near Chief Mechanical Engineer’s building.</li><li>New public square near Carriageworks and the Paint Shop.</li><li>Plans for up to 450 new homes, around 8,000 jobs during
construction and up to 16,000 jobs once activated.&nbsp;</li><li>At 30 percent diverse housing, at least half of which must be
social and affordable housing.</li><li>Building heights ranging from three to 28 storeys.</li></ul>

<p style="text-align: justify;">“The Paint Shop building provides an incredible canvas to re-imagine
Redfern-North Eveleigh into a thriving place in the heart of the inner city,”
Mr Stokes said.</p>
<p style="text-align: justify;">“The revitalisation of the area around Redfern Station will be
complemented by the upcoming plans to redevelop the area around Central
Station, bookending Tech Central with two world-class precincts and transport
hubs.”</p>
<p style="text-align: justify;">“There
will be dedicated spaces for startup businesses and better active transport
connections between Redfern Station, North Eveleigh and to the bike network.”</p>
<p style="text-align: justify;">The NSW
Government has prepared a State Significant Precinct study and indicative
masterplan for the Paint Shop Sub-Precinct which proposes to change the
planning controls to guide future revitalisation. Transport for NSW is working closely
with the Transport Asset Holding Entity, the site owner to deliver this
transformational renewal.</p>
<p style="text-align: justify;">The proposed masterplan for the Paint Shop sub-precinct is on

Store sub-precincts are not affected by this proposal.</p>
<p>The rezoning proposal aims to

<h1><a name="_Toc248938404"><strong>M5 Expansion into </strong></a><strong>South Sydney – RTA requests feedback by 19 February 2009</strong></h1>
<p class="MsoBodyText">The RTA is exhibiting initial plans for the expansion of the M5. While much of the attention will focus on the duplication of the M5 tunnel to increase capacity the proposal also includes a new two lanes in each direction link to Campbell Road at Sydney Park. This potentially brings more traffic through Redfern Waterloo via Euston Road which it joins at traffic lights. In the proposal the RTA admit that <strong><em>“The RTA would also look at the management of traffic, and possible traffic calming, in the residential areas north of Campbell Road.”</em></strong></p>
<p class="MsoBodyText">The new surface road follows the proposed corridor for the F6 (Southern Freeway) and proposes single lane ramps to provide access from this new road to Qantas Drive/Airport Drive. It is also located so it can link with the proposed Marrickville tunnel which is to link from near the proposed new road to the M4 to allow movement from the M4 to Port Botany. If the Marrickville tunnel is built the new road will provide the link between it and the M5 connection to the Port. Without the Marrickville tunnel it potentially sends M4 traffic via Campbell Road to Edgeware Road. Currently traffic from the M5 towards Redfern goes via Airport Drive and O’Riordan Street. It is not clear how this traffic is expected to be channelled from the new arterial without creating a more attractive route to the western part of the city through Redfern Waterloo which increases traffic on Gibbons and Regent Streets.</p>
<p class="MsoBodyText link-external link-">Details of the <a href="http://www.buildingsydneymotorways.com.au/m5-corridor/m5-corridor-expansion/what-are-the-options/the-motorway-part-of-the-solution/a-new-surface-link" target="_blank"><u>M5 new surface link</u></a> are on a special RTA website accessed by <a href="http://www.m5corridorexpansion.com.au/" target="_blank"><u>www.m5corridorexpansion.com.au</u></a>. As part of the consultation process the RTA is inviting initial submissions to help identify emerging issues to help scope the environmental assessments. Submissions can be made via the contact page on the website or by email to <a href="mailto:m5expansion@rta.nsw.gov.au"><u>m5expansion@rta.nsw.gov.au</u></a> or post to RTA, M5 corridor expansion, PO Box 609, Pyrmont NSW 2009. Submissions are advertised to close on 19 February 2010. There was quite an outcry about the lack of notification and the consultation happening over the holiday season at the public meeting held by Kristine Keneally’s office on 14 December so this might be extended. People should also copy their submissions to their local member so your local MP is also aware of your concerns. This is especially so if the submission deals with the need for broader transport options other than the RTA’s proposal.</p>

    <description>This is an opportunity to comment on the proposed master plan for the Waterloo Metro Quarter before it is finalised and submitted for formal exhibition. The Metro Quarter will be integrated with the new Waterloo Sydney Metro Station and will encompass a new Metro Station and over station development, including new homes (including social and affordable housing), shops, community health services / community services and a new public / community plaza (concept only image) with an adjoining community building. The Metro Quarter Precinct is bounded by Botany Road, Cope Street, Raglan and Wellington Street. The Metro Quarter will be delivered ahead of the wider Waterloo Estate redevelopment and aims to be completed by 2022 before the trains are expected in 2024.</description>

<p style="text-align: start;">The new Sydney Metro Station at Waterloo provides a once-in-a-lifetime opportunity to make Waterloo one of the most connected and attractive inner-city places to live, work and visit.</p>
<p style="text-align: start;">The NSW Government is planning on delivering the benefits of the Metro Quarter ahead of the wider Waterloo Estate redevelopment. Plans for the adjoining Waterloo estate are currently being drafted and will be available for community input shortly.</p>

<p>Frasers has lodged a 
modified concept with the Department of Planning for the former Broadway brewery 
site. The modified concept plan will soon be on exhibition, and with the 
technical documents, available to the public (Frasers will publish the documents 
relating to the modified concept plan on their website at the first 
opportunity). Frasers say they are keen to give high quality information to the 
community in order to inform any public 
submissions.</p>
<p>At 6:30pm there will be 
presentations to highlight the proposed modifications to the Concept Plan as 
well as the design excellence process. The international and Australian design 
team will be available to showcase their preliminary designs for the 
site.</p>
<p>Fraser’s realise that 
this community information session is being held during the school holidays 
which is not ideal but say they are unfortunately subject to the Department of 
Planning approval process.</p>
<p>Fraser’s intend to have 
an additional static display (in addition to the required display at the DoP) 
that will run during the exhibition process. Details of the location and timing 
will be made available as soon as the DoP provides its advice.</p>

ILC advise that construction will soon begin for the National Indigenous 
Development Centre at the former Redfern School site. The Indigenous Land 
Corporation is holding an ‘Open House’ to provide information to the local 
community and other interested stakeholders. The community is invited to drop in 
to: review the final plans for the Centre; find out about the construction 
timetable; find out about how construction impacts are to be mitigated; learn 
about the activities and facilities to be provided at the Centre; make comments, 
ask questions, provide information. Here is the chance to find out first hand 
what is planned and who will be involved.</p>
<p class="MsoBodyText">The 
ILC is particularly interested to hear from the local community on the following 
three questions:</p>
<p class="MsoBodyText">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Which local groups might want to access the 
Centre from time to time, or lease space?</p>
<p class="MsoBodyText">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Which activities would you like to see the 
Centre offering to the local community?</p>

Other artists include David Bosun, textile artist Rosie Barkus, Aicey Zaro, Eddie Nona, Lisa Sorbie Martin as well as a display of contemporary artefacts.  Selected artists will be on hand throughout the week to talk about their work including a ‘yarn time’ with Nancia Guivarra and Dennis Nona discussing his Telstra award winning sculpture, ‘Ubirikubiri”.  Music, dance and story telling sessions are also part of the program.</description>

<div>On the 1st of July every year, Torres Strait 
Islanders acknowledge the 1871 arrival of Christianity on Erub Island in the 
Torres Strait.&nbsp; In Sydney this year there will be much more than going to church 
and feasting.</div>

<div>Acknowledging that July One or its Creole 
equivalent, ‘Zulai 1’ is no longer restricted to celebrating Christianity,&nbsp; the 
Lagaw Kodo Mir Torres Strait Islander Resource and Culture Centre NSW, with the 
support of the Australia Council for the Arts, have&nbsp; organised a week long 
exhibition of high profile Islander artists and performances.</div>
<div>&nbsp;</div>
<div>The planned activities promote the maintenance of 
Torres Strait Islander cultural practices and celebrate the artistic talents of 
Islander artists and performers such as Christine Anu, Gavin Ware, the Baiwa 
Dance Company and Cindy Drummond.</div>
