The Paint Shop Precinct Proposed Land Use Map

Probably because of the decision to place FSR across the entire site the whole of the site is zoned as mixed use in the land use map. As a consequence the 20+% of the site that are public areas are not protected as recreational zones, which makes it possible to change controls later without having to ask for a land use change. The Paint Shop Precinct Proposed Floor Space Ratio (FSR) Map

This is an interesting map because it allocates 2.78 times the area across the entire site rather than to the proposed buildings. So the roads, walkways and public spaces all have the allocated FSR. The proposal uses a lower level planning document, the design guide, to say where that floor space should go rather than allocate it building by building. This provides great flexibility for the developer, lack of certainty for the community and probably a higher price for the Transit Asset Management Entity (TAME) selling the site. Land and Housing Corporation (LAHC) will provide an update on the Waterloo Estate redevelopment including what the community can expect over the next couple of years as the logistics are put in place for the redevelopment. LAHC, in its submission has raised concerns about the exhibited proposal and we have asked LAHC to talk to those concerns also.

This is the Frequently asked Questions prepared by TfNSW prior to the exhibition which try's to pre-empt the questions people might ask. For example it asks Q: Will there be a second bridge from North to South Eveleigh? A: While not part of the scope for the rezoning proposal, this has been considered when developing the masterplan. The design has ensured that any potential future pedestrian connection could be integrated within the proposed rezoning proposal. Which sort of begs the question as to why it is not in the plan. Waterloo Renewal Project Update Newsletter - July 2022

This is a PDF copy of the Newsletter to public housing tenants distributed on 13 July 2022 advising tenants that LAHC is taking the next steps to the renewal of the Waterloo Estate. It sets out a timeframe and process for the appointment of a developer and Community Housing consortium to redevelop Waterloo South and potentially the balance of the estate. LAHC Search for renewal partner for Waterloo Estate

Land and Housing Corporation (LAHC) issues the following statement in their news section on 7 July 2022 announcing the launch of the EOI process for the redevelopment of Waterloo South and the option to redevelop the rest of the Waterloo Estate. The EOI is inviting interested parties, who must include a developer and a registered Tier 1 Community Housing Provider but may also include non-CHP members such as builders or investors. The tender summary says "LAHC is also seeking excellence in the long-term management of social housing residents and assets, including the provision of wrap around services to residents that improves their social and economic wellbeing. In addition, LAHC is focused on ensuring that the needs and ambitions of the Waterloo Aboriginal community are specifically addressed and advanced through the Waterloo Renewal Project". The tender documents are not assessible to the public and tenants, only to potential tenders under a confidentiality agreement.

Chief Mechanical Engineers Building

The Chief Mechanical Engineers Building sits on Wilson Street as a part of the former Eveleigh Railway Workshops. Under Urbangrowth NSW the exterior underwent heritage restoration. In 2022 Transport for NSW announced that they had called for Registration of Interest for organisations interested in the occupation of the CME's building. This section of the website deals with the CME building which is on the state heritage register.

South Eveleigh Train Workshop Redevelopment (Large Erecting Shop)

In June 2022 Mirvac did a pre-lodgement consultation for a rezoning of the Large Erecting Shop which has been renamed the "South Eveleigh Train Workshop". This section deals with the redevelopment of this heritage site. The rezoning is being down by Transport for NSW on behalf of Mirvac. The site has been used as an operational and restoration base for heritage locomotives and trains since it became the operational base for 3801 Ltd. Mirvac secured first rights on the site should it become surplus to Transport for NSW needs. This transfer is being planned as the site still contains important state heritage assets.

The South Eveleigh site is mainly occupied by the Large Erecting Workshop which has been the home of the 3801 and some other heritage railway equipment.

3801 Ltd operated the 3801 steam locomotive out of the Large Erecting Shop until its lease ran out in late 2006. In early 2007 some other heritage rolling stock was removed from the Large Erecting Workshop by the Office of rail Heritage and transferred to the RTM at Thirlmere. 3801 Ltd continued to operate heritage tours out of the "Large" until 2017 when they were locked out of the LES. When Mirvac purchased the ATP site it obtained the first rights to the LES should it become surplus to rail requirements. Here we have collected some material from 3801 Ltd. including their submission to the RWA on the Draft Built Environment Plan. The 3801 Ltd submission includes as an appendix an Assessment of the Adequacy of the Structure and Electrical Services of the Large. It also documents the struggle by 3801 Ltd over the 3801 Locomotive and the struggle to remain operating heritage tours from the LES.
FOE photos on Storage of Heritage Items

These are some photos from Friends of Eveleigh (FOE) showing "Three of the Heritage Carriages removed and now stored at Thirlmere (20th January 2007) out in the open and exposed to the elements". The Photos are accompanied by the following text "This is where The Premier, The Minister for Transport and RailCorp and its Office of Rail Heritage have said that our heritage rail carriages must go. They were warned about the lack of undercover and secure storage and they have all failed to act. Do they really care? And security! On Thursday 19th January the fence was breached and the Southern Aurora set was graffitied. On Sunday 21st January early arrivers saw children climbing all over locomotive 3801 in an area that should have been under OH&S security". The graphic also includes a photo inside the Large with the following comment "This is where The Premier, The Minister for Transport and RailCorp and its Office of Rail Heritage have said that our heritage rail carriages must not be kept - in a secure undercover heritage railway building enclosed with a razor topped fence and security overload. Yes, the Large Erecting Shed at Eveleigh. Again. do these people really care, or are there alternate motives?
LAHC Submission to DPE PPA on Waterloo South

Mid 2022 the zoning for Waterloo had not been finalised. This submission for the Land and Housing Corporation (LAHC) on the Waterloo Rezoning provides an insight into how LAHC view the exhibited proposal and the changes they would like to see made. While the zoning is expected to be finalised around the end of 2022 it would still be possible for LAHC to revisit the new controls and argue for changes at the Development Application stage.
LAHC statement on the Waterloo redevelopment post exhibition

In late June 2022 the Land and Housing Corporation (LAHC) briefed Waterloo tenant representatives and agencies about LAHCs decision to proceed with the redevelopment. These briefings were not made public and more details will be released in the near future. On 30 June 2022, REDWatch requested a statement of what LAHC could say at that time to the wider community. This statement is below. A newsletter to all Waterloo tenants will advise the community in early July.
