State Significant Precinct (SSP) Declarations and Study Requirements

On 18 May 2017 Waterloo Estate, including the private land within the Consolidated Estate boundary, and the Metro Station above ground now called Waterloo Metro Quarter were declared as two State Significant Precincts (SSPs). While the SSP requirements for each site have a lot of overlap there are some differences which we have highlighted in our comparison. Here is information about the SSP Declarations and the Study requirements. Please note however that the Study requirements are what NSW Planning and Environment require as a basis for setting new planning controls. The studies as undertaken by consultants cover these requirements in a different way. There are also other studies being undertaken which are not required for planning controls but which deal with more "people" rather than SSP requirements.
Joint "Master Plan" studies and consultants

On 29 May 2017 Land and Housing Corporation (LAHC) issued details on the way in which Urban Growth and LAHC consultants will undertake the studies required by the the Department of Planning. Waterloo Estate, including private land within the Consolidated Estate boundary, and the Metro Station above ground now called Waterloo Metro Quarter were declared as two State Significant Precincts (SSPs). The Study requirements in the SSPs are what NSW Planning and Environment require as a basis for setting new planning controls. Given the substantial overlap in the SSP requirements for both sites the studies are being done together and divided up among consultants. They will be tailored to a specific SSP site when placed on formal public exhibition. The consultant's studies cover the SSP requirements in a different way to the studies listed in the SSP. In everyday dealing during the master plan it will be these consultant studies which we are calling the "Master Plan" studies. There are also other studies being undertaken which are not required for planning controls but which deal with more "people" rather than SSP requirements and these are also included in this section.
Joint Engagement and Visioning

Here we have pulled together information about community engagement leading up to and during through the Visioning phase of the Waterloo Master Plan. The visioning phase was undertaken for both the Waterloo Metro Quarter and the Waterloo Estate even though each area had its own State Significant Development Study Requirements. Land and Housing Corporation (LAHC) lead the engagement on behalf of UrbanGrowth and Transport for NSW. Following Visioning the Master Planning for each site was done separately.

On the 27th and 28th September 2017, a two-day forum was held by SLHD in collaboration with Counterpoint Community Services, Inner Sydney Voice and REDWatch, to identify ways to improve the health and wellbeing of the residents of Waterloo now, and into the future. Locomotive Workshop redevelopment SSDAs - Exhibition until 15 Dec 2017

Mirvac originally split its proposal for the Locomotive Workshop into two but the Department of Planning has placed both the Mirvac DAs on exhibition together. There are differences between the documents as they deal with different ends of Loco. The Bays 1-5 DA deals with the heritage Bays 1 & 2, the proposed retail and the impact of the proposed supermarket on heritage. Bays 6-16 deal with the commercial end of the development. The issues related to the movable heritage collection and how the development deals with the heritage fabric of the buildings goes across both DAs.
No Redfern Station in Future Transport 2056 - TfNSW until 3 Dec

Minister for Transport and Infrastructure Andrew Constance released the Future Transport 2056 draft strategy alongside the release of the Greater Sydney Commission’s draft Greater Sydney Region Plan – the first time long-term planning and transport have been done in direct collaboration. Future Transport 2056 is a comprehensive strategy to ensure the way we travel is more personal, integrated, accessible, safe, reliable and sustainable. There are three parts to the strategy; programs that are committed to or funded by the NSW Government over the next ten years; projects that are under investigation and visionary projects in the 20 year plus timeframe that are being identified now for future consideration as our population grows. The only mention of Redfern Station is on the main web page whch says "Redfern Station was upgraded to improve access for customers. The project included a new lift to platforms 6 and 7, a new section of canopy providing sheltered access to the lift, and new CCTV, lighting and fencing around the lift area." The draft Future Transport 2056 strategy will be open for comment until December 3.

This leaflet was distributed by Sydney Metro City and Southwest on 24 October 2017 and it sets out the work expected on the site for the coming three months and annouces a Community Connect Session Waterloo Station site office, corner of Wellington Street and Botany Road, Waterloo. When: Saturday 28 October. Time: 9am – 11am (drop in anytime) for a tea or coffee.

This is the Community Infrastructure and Social Issues Review - September 2015 report from UrbanGrowth NSW's Central to Eveleigh Urban Transformation and Transport Program. GHD have also been appointed to undertake the Social Sustainability report for the Waterloo SSP. This report is broader than Waterloo but it provides an indication of the issues that will be covered in the Social Sustainability;ity report.

Waterloo Metro Heritage Viewing - 10 Feb 2018

A heritage viewing of the Metro Waterloo site is being held on Saturday 10 February between 2pm and 4pm. Their heritage consultant will be present to describe the finds and answer any questions. Interested parties need to RSVP to info@sydneymetro2.com.au as spaces are limited.
State Significant Precinct (SSP) Study Requirements for Elizabeth St Redfern

On 31st January the Department of Planning issued the State Significant Precinct (SSP) Study Requirements for Elizabeth St Redfern public housing land next to and including Redfern PCYC. The precinct will now be investigated for rezoning through the State Significant Precinct process. These requirements was prepared with support from the City of Sydney and state government agencies. FACS will undertake these studies, consulting with the community at key stages. FACS will then prepare a proposal which will be lodged with the Department for review. Initial reviews will be carried out to ensure that the requirements for each study have been met, before the study is publicly exhibited. In the next stage of the process, the Department will publicly exhibit the proposal and residents will be encouraged to have their say on the planning future of their community.

This listing is prepared to provide an overview of key announcements and activities relating to Human Services in Redfern and Waterloo. It is not exhaustive and generally reflects what was known publically. Most projects were announced and not evaluated or ceased for one reason or another. Future Human Services planning should be aware of the earlier work in the area and learn as much as possible from it. Here we have not tried to draw out those lessons just construct an overview of what has gone before.
