Strike force Coburn was the NSW Police report into the Civil Unrest in the Redfern Local Area Command on 15-16 February 2004. This report was tabled at the Legislative Council inquiry into Redfern Waterloo who also heard evidence from Police and the Aboriginal Community Liason Officers about the events leading up to and during the civil unrest.

The Redfern LAC came under scrutiny following 15-16 February 2004 clashes between local aboriginal youths and the Police following the death of the aboriginal youth off his bike. There were a number of inquiries into the incidents surrounding these events and we have provided details of these here.

According to an article in The Sunday Telegraph on 7th August 2005 the NSW police force is facing an embarrassing $800,000 fine for not providing adequate riot gear for officers involved in last year's Redfern riot.

- ENHANCED NUMBERS, TRAINING, RESPONSE AND RELATIONS - Minister for Police John Watkins, Commissioner Ken Moroney and Deputy Commissioner Dave Madden today released a major package of reforms to assist and enhance policing in Redfern.

This is a copy of the strategies released to the community by the Minister for Police and the Police Commissioner. They said "Enhanced Policing in Redfern 2004 is a package of 32 strategies and initiatives to enhance: 1. Community safety in the Redfern area; 2. Strategic and operational effectiveness of the Redfern Local Area Command; and 3. Support for local frontline police. The Enhanced Policing in Redfern 2004 package includes: • Enhanced police resources; • Enhanced incident response; • Enhanced criminal investigation capabilities; and • Enhanced community engagement by and cultural awareness of police. It also provides: • More police at Redfern; • More experienced police at Redfern; and • More support for Redfern police from other NSW Police commands."

The NSW Police Aboriginal Strategic Direction 2003 - 2006 sets out the NSW Police proceedures for working in areas with sizable aboriginal communities. Redfern was one of the LACs where the document was to be implimented. If there had been more done to impliment the proceedures set out in the Strategic Direction in Redfern LAC it is likely that the Civil Unrest of 15-16 February 2004 would not have happened or would have been handled in a different manner. This document and the way in which it was implimented in Redfern was the subject of questions at the Legislative Council Inquiry into Redfern Waterloo.

The decision to establish the RWA and a number of other decisions flowing from the RED Strategy and RWPP's activities were made by NSW Cabinet. In November 2004 some cabinet documents were leaked to the Sydney Morning Herald and these provided a rare glimpse of the Governments Plans for Redfern Waterloo. In the absence of the RED Strategy consultation reports this is one of the few sources of information about the options considered by the Government.
