Waterloo Nov 2011 Community Design Workshop Report - HNSW Masterplan

In November 2011, a series of Community Design workshops were held to provide local residents and other stakeholders with an opportunity to contribute to the plan for the renewal of the Waterloo estate. This report outlines the process and outcomes of the Waterloo workshops. The ideas generated by the workshops will now be used to formulate and refine concepts to deliver the best outcomes. This will result in preferred concepts which will identify the proposed location for new shops and facilities, new and upgraded streets, paths and open spaces, and new residential buildings. The refined concepts will form the basis of the structure plan within the Preliminary Masterplan and will be presented to the community in March 2012. This will form part of a second series of community design workshops intended to develop more detail around the concepts. This report has a summary map of the common ideas that gives some indication of where HNSW say participants want facilities to go. This file is a large 8MB PDF.

Community Facilities Review - Cred Community Planning - Now in GHD Social Impact Assessment Scoping

The SMDA appointed Cred Community Planning as consultants to undertake a Redfern Waterloo Community Facilities Review for themselves and Housing NSW for the preparation of a Social Infrastructure Plan. In announcing CRED's appointment to undertake the study in July 2011 the RWA said "Cred Community Planning has discussed community facility needs with a number of residents at three of RWA's BEP 2 Community Information Sessions and at two community barbeques” - These sessions in February and March 2011 were the only opportunities for community input that REDWatch is aware of. Workshops were held with Government and Non Government Agencies in July 2011. In January 2012 we here advised by the SMDA that the community facilities planning process has now been integrated with the Social Impact Assessment process to ensure that the two processes undertake an integrated approach and that as such there is no report, not even in final draft form, as a consequence of this action above.

Planning Institute of Australia on Social Impact Assessment

According to PIA's Position Statement in 2010 "Most planning practice has given less attention to social impact assessment than to environmental and economic impact assessment. The SMDA have appointed GHD as consultants to undertake the Social Impact Assessment. The Social Impact Assessment will be building upon previous review work on community facilities, and appropriate scoping for social impact assessment.

The SMDA has appointed Aecom to undertake a Sustainable Servicing and Supporting Infrastructure Capacity Study. The Sustainable Servicing and Supporting Infrastructure Capacity Study will be including utility capacity, natural and man-made processes and sustainability measures.
Economic Analysis - Hill PDA

The SMDA have appointed Hill PDA as consultants to undertake the Economic Analysis. The Economic Analysis is including the economic/industry profile of the area and retail needs, availability, and impact on centres.
Transport, Traffic and Accessibility Study - Parsons Brinckerhoff

The SMDA have appointed Parsons Brinckerhoff as consultants to prepare a Transport, Traffic and Accessibility Study. This study is reviewing previous preliminary work, augmented with more detailed analysis of the wider area and appropriate modelling, in close consultation with Transport for NSW. Parsons Brinckerhoff has previously undertaken the Traffic studies of the the Redfern Town Centre, North Eveleigh and Sydney Uni Precinct as well as for BEP2 for the RWA.
Urban Design and Public Domain Study - The NSW Government Architect’s Office

The SMDA has appointed The NSW Government Architect’s Office to undertake an Urban Design and Public Domain Study. This study is reviewing the previous draft BEP 2 and associated analysis and all submissions received, together with the study requirements from the NSW Department of Planning and Infrastructure.

In mid January 2012 the the Aboriginal Housing Company's Environmental Assessments (EAs) for the Pemulwuy Mixed Use Development in Redfern went on public exhibition. Here you can see some of the documents associated with this proposal and some of the background to the AHC's modifications to the original approved Concept Plan.
Aboriginal Housing Company Concept Plans

The AHC are the major landowner in the Eveleigh Street area and they have their own plans for what they would like to do on the Block. This involves not just housing but a range of commercial and cultural facilities and a civic space called Red Square. Details on some of these plans can be found here.
Urbanest Student Housing - 157-163 Cleveland St

This site has had a number of proposals floated for it. Most recently Urbanest has submitted to the Department of Planning & Infrastructure in late 2011 a plan for student accommodation. Getting off at Redfern: wheelchair access denied

Over 40,000 passengers per day walk through the turnstiles at Redfern station, but 10 years after Disability Standards for Accessible Pubic Transport were introduced, there is still no access for disabled people at one of Sydney’s busiest train stations reports Jason Marshall in City Hub on 5 January 2012.
Redfern Railway Station

Plans for an upgrade of Redfern railway station are being developed and Railcorp are expected to be made more information available in early 2010 - four years after initially announced in 2006. Station would probably not be finished before 2015. Information will be added as it comes to hand.
Eveleigh Rail Heritage

The former Eveleigh Railyards are one of the most important industrial and heritage sites in Sydney - they also have International significance. For many years Government did not see value in this heritage and years of neglect saw many important artifices loss due to neglect. In September 2008 the RWA recognised the importance of heritage on the former Eveleigh rail yards by granting a lease to the ATP Blacksmith which recognised the role of active heritage operations, conservation and community education in the establishment of the Technology Park. In the same month the RWA produced a two page Heritage Interpretation Strategy for their Preferred Project Report for North Eveleigh which foreshadowed rail heritage tourism possibilities across the former railway site. The heritage potential of the area has been further strengthened by the decision of RailCorp to hold onto the Large Erecting Shop for heritage rail purposes for immediate future. A meeting of heritage organisations, practitioners and residents in October 2008 called on the Minister for Redfern Waterloo to set up round table of government and heritage groups to develop a comprehensive Eveleigh Rail Heritage and Tourism Strategy with heritage players for the site. A Redfern Waterloo Heritage Taskforce was finally established and met until early 2011. Its main outcome was a Eveleigh Heritage Interpretation Strategy and the recognition of the importance of the areas heritage. Here as part of the campaign to save the heritage we collected information relating to the former Eveleigh rail yards and subsequently the Taskforce and other initiatives.
