Waterloo Human Services Action Plan - Draft for Consultation 25 October 2021

This is a copy of the 25 October 2021 Consultation draft of the Waterloo Human Services Action Plan. This plan has been developed by two Coordination groups meeting every two weeks since May 2021 and then combined into a joint plan by the Waterloo Human Services Collaborative and endorsed for consultation. The collaborative proposes to finalise the plan at its mid December meeting after taking into account feedback. PDF 1.1 MB.
NSW Land and Housing Corporation (LAHC) cancels Build to Rent for PCYC / Elizabeth Street Redfern

The media release below was issued by the Department of Planning Industry Environment, of which LAHC is a part, on 27 October 2021. LAHC have cancelled the Build to Rent (BTR) proposal saying that the planning proposals being considered by Council will impact the ability to deliver the BTR proposal. LAHC has issued a new EOI process for their standard Build to Sell model for this site that will deliver about a third social housing. Acording to a tender site the new EOI closes on the 14 December 2021.

NSW Health is holding Mobile Vaccination Clinics at the Waterloo Neighbourhood Centre and South Sydney PCYC in Redfern from 10am to 4pm on Wednesday, Thursday, Friday and Saturday (11, 12, 13 and 14 August) COVID-19 vaccines are free Walk-in no appointment needed. No Medicare card needed.

Council has agreed to make a presentation about its plans for the Botany Road Corridor so that locals can get an early understanding of what is proposed. Some of the area impacted by these changes will be next to the Waterloo South redevelopment so we expect there to be some interest from public housing tenants as well as from local private landowners and renters.

Council Planning Proposal for Botany Road Precinct

On Monday 26 July 2021, Council unanimously accepted the planning proposal for the Botany Road Precinct. The proposal now goes to the Department of Planning Infrastructure and Environment (DPIE) for their assessment and approval to go on exhibition. Public exhibition is expected late 2021 or in 2022. While there may be changes made during the DPIE assessment, the Council proposal and its supporting studies provide valuable background to the area and what emerged from Councils, urban design studies and consultation. This material will be the underlying basis for the proposal when it goes on public exhibition.

REDWatch is a community group which covers the Sydney suburbs of Redfern Eveleigh Darlington and Waterloo. These suburbs make up what the NSW Government generally refers to as Redfern - Waterloo. The area has been subject to various NSW Government interventions since the early 2000's and had its own Government Minister from 2004 to 2011. Interventions have included removing planning responsibilities from City of Sydney Council and having place specific interventions on human services, infrastructure and employment. This history is captured on this website. Currently the focus is on UrbanGrowth's Central to Eveleigh and the proposed redevelopment of the Waterloo Public Housing Estate. Waterloo South Gateway Determination Released

As the Council proposal was the one submitted for the determination, it is the modified Council proposal that will go to public exhibition before the end of the 2021. The determination requires specific changes and study updates be made by DPIE to the Council proposal prior to its exhibition. At the time of the Gateway it is not clear when this work will be finalised or when exhibition will take place.
WATERLOO ESTATE SET TO PROCEED TO EXHIBITION

Minister Stokes issued the Gateway determination for Waterloo South on 23 June but it was only released publically on 29 June at 6pm. Below is the media release issued by the Minister. The story was released early to the Sydney Morning Herald. LAHC, Council and some community representatives were breifed about the decision prior to the public release.
Waterloo South Gateway comunications concerns from WRG

This letter was sent on 27 May 2021 to Ministers and officials concerned with the South Eveleigh Gateway announcing. The letter requests a briefing for tenant representatives and their support agencies prior to any media announcement on the Waterloo South Planning Proposal Gateway determination. The letter is sent on behalf of the Waterloo Redevelopment Group (WRG) and signed by the current co-chairs.
NSW LAHC sites within City of Sydney LGA

This is a map from May 2021 showing Land and Housing Corporation (LAHC) properties in the City of Sydney. LAHC own the land on which public and some social housing is located. The map is produced from the City of Sydney property records. Earlier in 2021 the NSW made available the locations of publicly owned lands but it excluded all property owned by state own corporations such as LAHC. For those in Redfern and Waterloo this map can be compared with a similar Council map from 2006 of DoH Properties in Waterloo & Redfern Urban Design Area (http://www.redwatch.org.au/issues/public-housing/redevelopment/cosuds/dohmap/download). A comparison shows LAHC properties in Redfern and Waterloo that have been sold by LAHC between 2006 and 2021.
