CCCG - CUB Sun Access also an Issue for CUB Site Submissions

The following email was put out by the Combined Chippendale Community Groups on 2 December to encourage submissions and to provide information on the sun access proposals with the concept plan.

This proposal not only impacts the local community but if approved we believe sets an alarming precedent for new developments across the State - by effectively reducing solar access requirements (which impacts liveability standards).

Currently living rooms and private open space for at least 70% of apartments in a new development should receive a minimum of 3 hours direct sunlight between 9am and 3pm, in mid winter.  In dense urban areas, 2 hours may be acceptable, however the number of single-aspect apartments with a southerly aspect (SW-SE) should be restricted to 10% of the total number of apartments.

In the Fosters Concept Plan, the methodology used reduces solar access requirements by widening the interpretation.  This results in what we believe to be ecologically unsound development. Here it's proposed to allow methodology that only requires solar access between 7:30am and 4:30pm in addition to changing the way solar penetration is intended.

To make matters worse in the CUB proposal, many apartment blocks will only receive about 60% solar access, however because there are the skyscraper blocks elsewhere, on the site, Fosters argue the site overall receives 70% solar access. Effectively this means that about 1,000 residents will not receive the minimum sunlight access requirements.

If approved this gives developers across NSW the go ahead for shoddy developments, where the current solar access requirements become a thing of the past.  This in turn impacts livability standards, which impacts social dynamics (e.g. increases transient population because of reduced livability) and leads to ecologically unsound development proposals (e.g. increases energy requirements).

When making a submission, the Department has asked that you:

  • address your submission to the attention of the Director, Strategic Assessments
  • include your name and mailing address or email address
  • include the name and address of the proposal (Carlton United Brewery site, Broadway, Chippendale)
  • include the “major project number” which is  06_0171;
  • specifically state if whether you object (or support) the proposal and the reasons why - this may include comments about the very high density (floor space), solar access, the amount of traffic generated from over 2,300 car parking spaces, the loss of heritage buildings, the scale of retail development and change in land use, the very high bulk and scale of the buildings or what it means to you in terms of livability, or perhaps your concerns about the “affordable housing levy” which is estimated to be nearly $25M and goes to the Redfern Waterloo Authority, effectively increasing the density on the CUB site so that Fosters/the developer can pay this.
