NSW Govt makes New Appointments to CSPC - 30 July 2009

Planning Minister, Kristina Keneally, today announced new State Government appointees to the City of Sydney’s Central Sydney Planning Committee (CSPC). They will hold the positions until July 2011 reports this media release from the Minister for Planning on 30 July 2009.
Chaired by Lord Mayor Clover Moore and established in 1988 under the City of Sydney Act, 

the CSPC assesses major development applications (worth more than $50 million) which come before the council.

“The CSPC is made up of seven individuals who assess development proposals and policy matters on their merit,” Ms Keneally said.

“The committee plays an important role in physically shaping Sydney as a residential, financial, commercial and retail centre.

“While the State Government appoints four members, they are not subject to directions from myself or the Government.

“The four state appointees will work with the City of Sydney members to provide strong, rigorous and independent assessment of major, job-creating development proposals.” The state appointees are:

  • Brendan Crotty: Who has extensive experience in private sector development and has advisory roles with RSL LifeCare and AMP Capital Investors;
  • Richard Pearson: The NSW Department of Planning’s Deputy Director General Development Assessment & Systems Performance;
  • Craig Knowles: The former NSW Planning Minister and current President of the Planning Research Centre at the University of Sydney; and
  • Peter Mould: The NSW Government Architect
The alternate State members of the CSPC are Colin Rockliff, Tom Gellibrand and Helen Lochhead.
 

“These highly qualified people will bring a range of experience to the CSPC, including in development, urban design, architecture, planning and land management,” Ms Keneally said.

Ms Keneally thanked the retiring state appointed members of the CSPC for their hard work. They are Elizabeth Crouch, Christine Covington, Keith Cottier, Jason Perica and Chris Johnson.

“These people have done a great job, applying skill and rigour in the development process as the City of Sydney continues to grow as a centre for both living and commerce,” Ms Keneally said.

Lord Mayor Clover Moore MP welcomed the Minister's announcement of the new State Government appointees to the City of Sydney’s Central Sydney Planning Committee.

Members

    Brendan Crotty: Mr Crotty has extensive experience in private sector development, and has held leading positions with Australand, Australian Housing and Land, and Hooker Corporation. He has advisory roles with RSL LifeCare and AMP Capital Investors, is a member of the National Housing Supply Council, and is on the Board of the Barangaroo Delivery Authority.
    Craig Knowles: The Hon. Craig Knowles served as a Minister in the NSW Government for 10 years in several portfolios including planning from 1995-1999 and from 2003-August 2005. He holds a number of advisory roles and directorships in the health, finance, property, planning and aged care sectors. He is President of the Planning Research Centre, Faculty of Architecture, Planning and Design, at Sydney University.
    Peter Mould: Mr Mould is the NSW Government Architect and has over 35 years experience in both the private sector and Government. He chairs the Heritage Council Approvals Committee, Sydney Olympic Park Design Review Panel and TIDC Design Panel, is Deputy President of the NSW Architects Registration Board and is a member of the Sydney Opera House Conservation Council.
    Richard Pearson: Mr Pearson has 20 years planning experience spanning both state and local government as well as the private sector. He is currently a Deputy Director General in the Department of Planning. Prior to this he held senior positions in the private sector and within the NSW Government.

Alternate Members

    Tom Gellibrand: Mr Gellibrand has 20 years experience in strategic planning at the local and state government level. He is currently a Deputy Director General of the Department of Planning, and previously held positions at Sydney Metro, the Growth Centres Commission, Sydney Water Corporation and Blacktown City Council.
    Helen Lochhead: Ms Lochhead is Assistant Government Architect and has over 20 years of architecture and urban design experience. Her career has focused on the inception, planning and delivery of complex large-scale projects in both Australia and the United States.
    Colin Rockliff : Mr Rockliff is Director of Campus Infrastructure & Services at the University of Sydney. From 2002 to 2008, he was the Company Architect of Goodman International, managing the Masterplanning and Architecture division. His experience, spanning 30 years, includes office, industrial, retail, and residential development as well as land use, feasibility and planning studies.
    Note: Under the City of Sydney Act 1988, two of the four members that the Planning Minister appoints to the CSPC are required to be senior State Government employees.
