Final SMDA Website

The SMDA website was absorbed into the UrbanGrowth Development Corporation website at the beginning of 2013. REDWatch holds a mirror of the site before UrbanGrowth modified the site but this is not suitable to place on this website. Instead we have collected PDF's of the SMDA website content and as the site changes we will create a series of links from a master document which will allow people to explore the final SMDA site text content. Links to underlying documents do not function but where possible we have advised location of this information.

This section of the site will contain historical information about the operations of the SMDA. Areas which transferred from the RWA to the SMDA and on to UrbanGrowth NSW for which UrganGrowth NSW are not in this section. Historical statements by the SMDA remain in the "Government SMDA & RWA Statements". Historical material about areas for which the RWA & SMDA had planning responsibility have again not been moved as those historical plans are integral to understanding new developments. The absorption of the RWA by the SMDA and then Urbangrowth NSW makes it difficult to draw clear lines of demarcation between material of historical interest and current relevance. The SMDA website has been absorbed by UrbanGrowth and as historical material disappears from that site it will be found here.

This is a collection of media statements, newsletters, letters to residents, publications and statements produced by Government, the SMDA or RWA about Redfern Waterloo or Government initiative or responsibilities. This may not be a complete collection of media statements as for the first few years Minister Sartor was unwilling to supply media statements to those like REDWatch who they did not class as media. As some Government statements such as draft plans are covered elsewhere on the site we have not repeated this material here.
UrbanGrowth, SMDA & RWA Plans & Activities

UrbanGrowth NSW absorbed the Sydney Metropolitan Development Authority (SMDA) into UrbanGrowth NSW Development Corporation on 1 January 2013. The SMDA had itself absorbed the Redfern Waterloo Authority (RWA) during 2011. This section has information about the Redfern Waterloo Authority (RWA) which was the NSW Government Authority responsible for the Urban Renewal of the Built Environment, Human Services and Employment and Enterprise in Redfern Waterloo between 2005 - 2011. It also includes information about the SMDA's activities in Redfern-Waterloo from 2011 and UrbanGrowth's activities from 2013. Here you will find information about the UGDC, SMDA & RWA, their statements, plans and community responses to those plans. Many development planning roles simply passed from one authority to the next hence they are together here. You can also find up to date information about what has happened and is planned for the various parts of Redfern Waterloo that the NSW Department of Planning and Infrastructure has had planning control over since 2005. There is also some information on associated developments, such as the CUB site, in which the RWA has an interest as CUB's affordable housing levy was taken by legislation for the RWA and funds affordable housing at North Eveleigh.
Social Impact Scoping and Assessment for Redfern Waterloo - Focus Group Information Sheet Text

The SMDA and Consultants GHD are undertaking Focus Groups in February 2012 on Scoping for a Social Impact Assessment. This is the Focus Group Information Sheet intended for participants. Currently this is the only written information available from the SMDA about the Scoping for the Social Impact Assessment and hence REDWatch is making it available for the information of the broader community. The SMDA welcomes feedback from individuals, organisations and other stakeholders on key issues which they would like considered in the relevant study by the SMDA.

Planning Approval for the Block's Pemulwuy Redevelopment

SMDA Transition to UrbanGrowth NSW Development Corporation

As of 1 January 2013 the Sydney Metropolitan Development Authority (SMDA) will be re-named to become UrbanGrowth NSW Development Corporation (UGDC) reports a statment from the SMDA on 22 December 2012.
Former Local Court House & Police Station

The former court house is to remain at its existing building height and the old police station can be replaced with a maximum 3 to 6 storey building. The FSR for the whole site is 1.3:1 and the site is to be zoned as Business Zone – Local Centre. The combined site is to be a Community Health Centre.

The New South Wales Government has given approval for the redevelopment of The Block in the inner-Sydney suburb of Redfern reports the ABC on 22 December 2012.
1986 Housing Officer's Training Course on Tenant Participation

Tenant Participation was a new policy introduced by the Department of Housing in August 1985 to enable public tenants of N.S.W. the opportunity to become involved, and have a greater say, in the planning and management of their homes. It was believed that tenants should be included in the decision making process which directly affects their everyday life. This document is a Housing Officers Training Course in November 1986 spelling out the policy. File is 229 KB PDF.
QLD Tenant Participation Program Review 2011

In July 2010, the Queensland Department of Communities commenced a review of its Tenant Participation program. This review provided the department with an opportunity to consider the fundamental delivery of Tenant Participation for social housing tenants in Queensland. This is the summary report and recommendations. This report has disappeared from the Department's website since the change of Government and it looks unlikely to be implemented. It is potentially of interest to others outside Queensland with an interest in tenant participation. File is 4MB PDF.

In his paper "The NSW State Plan, community participation and affordable housing: Tensions between democracy and market-centric development" delivered at the Annual Marg Barry Memorial Lecture 2012 on 6 December 2012, Dr Dallas Rogers from the Urban Research Centre at University of Western Sydney explores 10 tensions between democratic expectations and democratic realities in tenant organising. In the paper REDWatch is cited as an example of a monitory democracy organisation. The file is 2MB PDF.
Redfern & NSW Long Term Transport Master Plan

The NSW Government has now finalised its Long Term Transport Masterplan. Little has changed from the draft, a Redfern Station upgrade is still only a medium term priority in the following terms: “A comprehensive and multi-modal upgrade would address station access and connectivity issues, including access within and to the station, safe and convenient interchange with bus, pedestrian and cycle routes, and accommodating a corridor for expansion of the CBD rail network”
TNSW MP Inner Sydney Growth Precincts between 2011 and 2031

The Final NSW Long Term Transport Master Plan released on 13 December 2012 contains this map as Figure 4.39. The map shows precincts with forecast significant population and employment growth between 2011 and 2031 in inner Sydney. It shows Darlington & West Redfern along with East Chippendale as Growth Precincts but now plans are in the public domain. The proposed redevelopment of Redfern and Waterloo Public Housing and Ashmore Estate were not shown in the draft map but are included with some other changes in the Final Master Plan map. Abercrombie Street Upgrade Expanded Works Consultation - 2.30pm 8 December 2012

Earlier this year it was decided by Council to look at a wider upgrade to the Darlington shop area and to include this into the already approved works on the southern side of the street. Council is undertaking an exhibition and review of the combined plans at a drop in session at the Charles Kernan Reserve, Abercrombie Street, Darlington, on Saturday 8 December from 2.30-4.30pm to review the new concept design, speak with City staff and give your feedback. Landscaping for Park near North Eveleigh Western Entrance

The landscaping and park proposed to the east of the new western entrance to North Eveleigh and Carriageworks has been approved in the road and early works approval. To make the details readily available REDWatch has requested additional details from the SMDA and these are provided below.
North Eveleigh Parks - Invitation to Contribute to Design, 24 November 2012

The SMDA has commenced the process for designing two parks at the western end of the North Eveleigh site. In accordance with the North Eveleigh Concept Plan, an application for the development of the parks must be submitted. This must occur prior or concurrently with the first application for new floor space. A private consultancy firm has been appointed to progress the design and submit this development application. The SMDA will seek to ensure that the community’s interests are incorporated in the design and will be undertaking consultation with the community and stakeholders.
