REDWatch Preliminary Analysis of Councils Waterloo South Planning Proposal

The Analysis below was produced by REDWatch and circulated by our email distributiuon lists on 19 February 2021. This analysis seeks to explain some of the key issues arrising from the Council Planning Proposal and some of REDWatch's concerns.
City of Sydney's planning proposal for Waterloo South - 11 February

The City of Sydney (CoS) Council released its proposal for the planning controls to govern the proposed Land and Housing Corporation (LAHC) redevelopment of Waterloo South on 10th February 2021. The Council proposal is part of the papers for the Transport, Heritage and Planning Committee on Monday 15 February 2021 where Councillors will consider the proposal from Council staff. The proposal is also considered by the Central Sydney Planning Committee (CSPC) at 5pm on Thursday 18 February 2021 before going to the Council Meeting on Monday 22 February and then to the Department of Planning Infrastructure and Environment for approval for public exhibition later this year. Below is some information on the proposal documents and the original Land and Housing Corporations proposal made public by the Council.
ATP Sale - Easement for Access, Oval and Tennis courts

The final sale of the ATP to the Mirvac lead consortium included positive covenants to try and protect heritage and public access. Two easements for public access and a possible bridge over the rail corridor were included. This followed pressure from a number of parties including REDWatch. This is a copy of the signed Easement for public access to the ATP, the oval and tennis courts. The City of Sydney took responsibility as the 'Authority' for this easement on 19 February 2018.
REDWatch Submission on Loco Mod 7 encroachment on Public Space

In Modification 7 for its Locomotive Workshop DA, Mirvac seeks to permanently take over public space which is supposedly protected by a positive covenant and an easement. This is REDWatch's submission on this Modification.
REDWatch Final Submission on Waterloo Metro Quarter DAs

This is the final REDWatch submission for the December 2020 Waterloo Metro Quarter Over Station Development DAs. The issues raised in this submission came out of a submission workshop on November 24 2020 held by REDWatch and from input from the immediate community about their concerns. The submission covers all 5 DAs that were on exhibition.
Waterloo Metro Exhibition until 2 December

On 5th November 2020 the Department of Planning Industry and Environment (DPIE) put the State Significant Development Applications (DAs) for the Waterloo Metro over Station Development (OSD) on exhibition until December 2nd 2020. There are five different DAs that the community is expected to digest and comment on within the 28 days exhibition period! REDWatch has provided links to the exhibition and other information to assist submissions.
Consultation - Explorer Street Eveleigh until 11 December 2020

Land and Housing Corporation are looking for Pre-Lodgement feedback on their options for the redevelopment of the public housing at Explorer Street Eveleigh. The Consultation will go until 11 December and a Social Impact Assessment is also being prepared by Elton Consulting.
Report of The Waterloo Health Forum 2.0 - 4 May 2018

This is the final report of the second Waterloo Health Forum held on 4 May 2018. It had a focus on Strategies for improving the Health and Wellbeing of the residents of Waterloo now and into the future. The forum was held by SLHD in collaboration with Counterpoint Community Services, Inner Sydney Voice and REDWatch. Many of the complex issues raised remain to be tackled.
REDWatch submission on Explorer Street South Eveleigh

This REDWatch‘s submission on the Explorer Street Eveleigh and Franklyn Street Glebe redevelopment proposals of 11 December 2020. In this submission REDWatch expresses its concerns about how LAHC have gone about the announcement and asked for LAHC toi take into account what tenants say they needed in earlier redevelopments. The submission also argues, based on earlier RWA work, that the density proposed in LAHC's options is to great for the South Eveleigh site.
REDWatch Social Impact Assessment Guidelines Submission

REDWatch made a submission to the Department of Planning Industry and Environment on the draft guidelines for Social Impact Assessments (SIA) being required on all State Significant Development Applications and State Significant Infrastructure in November 2020. While the LAHC sites are currently with Council rather than DPIE we have argued in our submission that the Social Impact Assessments should be extended to cover such redevelopments. The SIA Guidelines were originally put together for mining projects and redevelopment of settled inner city public housing communities throw up many different social impacts. Explorer Street Eveleigh Redevelopment Proposal - Community Information Pack

This is the information pack produced by Land and Housing Corporation (LAHC) for the pre-lodgement Community Consultation until 11 December 2020. The Information pack presents three options for the redevelopment and is seeking input prior to lodging a proposal with the City of Sydney Council. In outline the proposal is to replace the exisiting 46 public housing units with 430 dwellings of which around 120 are proposed for Social Housing.
Explorer Street Eveleigh Renewal

On 11 November 2020 the NSW Land and Housing Corporation anounced the renewal of the 46 public housing properties in Explorer Street Eveleigh. This was also considered for renewal in the Redfern Waterloo Authorities BEP2 in 2011. Since 2011 52 dwellings in Rowley Street have had their management transferred to Bridge Housing and are not part of the 2020 proposed redevelopment.
Social Housing Renewal in Central Sydney - Media Release 11th November 2020

In this media release the Land and Housing Minister Melinda Pavey anounced two new housing renewal projects in the City of Sydney LGA at Franklyn Street Glebe and Explorer Street South Eveleigh. The Minister said: “By deconcentrating disadvantage, we can breathe new life into local economies and deliver more jobs, provide better connections to education outcomes and improve amenities for all residents.”
Letter to Explorer Street Tenants advising of the redevelopment

Waterloo Human Services Plan NGO Background Paper

This paper has been put together to assist those entering the Waterloo Human Services Plan (HSP) discussions to understand the historic context. It sets out what Non-Government Organisations (NGOs) believe can be achieved by a Waterloo HSP. It was released on 9th October 2020 in the leadup to discussions with DCJ District about establishing an accross agency Waterloo Human Services Collaborative Working Group.
LAHC response to the Social Sustainability Study Report recommendations

The Waterloo South Social Sustainability Study contains a table with recommendations from the report and Land and Housing Corporation's (LAHC) response to those recommendations. As this is a key indicator of what LAHC has committed to in delivering a socially sustainable development we have extracted the table and made it easily accessible. The full amended Waterloo south social sustainability report can be downloaded from the City of Sydney Waterloo South webpage https://www.cityofsydney.nsw.gov.au/policy-planning-changes/planning-proposal-request-waterloo-estate-south. Parts of this table were missing from the initial version of the report released. When this was fixed it threw out page numbering so the adjusted report does not have page numbers in the first section and page titles were also deleted.
TPCE responsible for all tenant support in Waterloo after LAHC stops funding support positions

In this correspondence from Land and Housing Corporation (LAHC) on 18 August 2020 on behalf of Ministers Pavey and Ward it was confirmed that LAHC would not continue to fund independent support positions in Waterloo. The email points out that DCJ funds the TPCE Program which "supports social housing tenants to access information and services, connect with their local communities and participate in housing and community issues which effect their lives".
