The following is adapted from the letter sent by council to residents about the meeting.

Chippendale, Camperdown, Darlington, West Redfern and North Newtown Urban Design Study

Residents and owners are invited to a community workshop, 2.30pm to 4.30 pm on Saturday 21 July 2007 at The University of Notre Dame, 104 Broadway, Chippendale, to participate in a review of existing planning controls for the Chippendale, Camperdown, Darlington, West Redfern and North Newtown area.

The Urban Design Study involves a review of the urban and built form of your area, including the character of existing development, building heights and densities. Heritage is an important consideration in the Study and any proposed new planning controls will have regard to the existing heritage controls, which are not currently being reviewed. This Study is one of the projects being done to prepare a new City Plan, a consistent set of planning controls for the entire local government area.

At this meeting, the City will present preliminary information about the current and historical urban character of the area. This will be followed by a workshop where you can give the project team your input and feedback. You will be invited to participate in group discussion to explore local issues in more depth and let us know what you value about the area and your vision for the future character of your local area.

UNDERSTANDING URBAN DESIGN STUDIES

The Chippendale, Camperdown, Darlington, West Redfern and North Newtown Urban Design Study has been commissioned by the City of Sydney to provide expert assistance in reviewing improving planning controls for the area.

The Study follows a process similar to the City's recent Urban Design Studies for:

  • Surry Hills;
  • Waterloo and Redfern;
  • Glebe and Forest Lodge;
  • City East (including Kings Cross, Potts Point, Elizabeth Bay, Rushcutters Bay, Woolloomooloo, Darlinghurst and East Sydney); and
  • Green Square.

The Study process includes community consultation and expert review, leading to the preparation of an Urban Design Study report.

The Study involves detailed analysis of the urban and built form of the area including:

  • surveying the existing built form of the area, including building heights and floor space ratios (FSRs);
  • assessing the urban character of the area;
  • recommending appropriate height, FSR, site coverage controls and development controls; and
  • neighbourhood character and desired future character for the area.

The consultants will also review the existing planning controls and draw from a broad range of work and studies that already exist from City of Sydney and South Sydney Councils and the community.

WHAT HAPPENS NEXT?

The Study is being conducted in three stages:

Stage 1 (June-July 2007)

  • Field survey, analysis and documentation of existing built form and urban character; and
  • Review of existing controls and-community input on desired future character (first community consultation in July).

Stage 2 (July-November 2007)

  • Development of desired future character and proposed controls to support this; and
  • Presentation of draft desired future character and controls to community (second community consultation in September).

Stage 3 (November 2007)

  • Finalise recommendations for future controls.

The final Study will contribute to the preparation of the new City Plan, which will also undergo its own exhibition period.
