RWA Draft Human Services Plan

REDWatch has posted copies that they have received from people who have made submissions on the RWA’s Draft Human Services Plan. Submissions from the Redfern Legal Centre, REDWatch, The Redfern Waterloo NGO Consortium, Elizabeth Rice and The Greens are among those currently posted at http://www.redwatch.org.au/redw/speakout/051023hsp/ . If more submissions are sent to us for posting they will be added to the website. The Speak Out contributions on the DHSP were also sent to the RWA so that these comments were submitted for consideration. A new “Speak Out” section on Human Services has been added to allow for ongoing community comment on the submissions and other Human Service Plan Issues at http://www.redwatch.org.au/redw/speakout/051023hsp/comment .

We hear that there was a short meeting of the Ministerial Advisory Committee Human Services (MACHS) on Thursday. The MACHS met to consider submissions that did not close until Friday. There were not many submissions in early to consider! The MACHS will meet in the coming week to consider the issues raised in the submissions.

There was some interesting discussion at the RWA cluster group meeting last week concerning the proposed model for integrating human services in Redfern Waterloo. The example of a successful integrated One Stop Shop put by the RWA was disputed by some of the service providers present. It was also pointed out that there had been a day workshop on ‘One Stop Shops’ run earlier in the year by the RWA that many service providers had attended. The current RWA staff were unaware of this work and these discussions had not been used to inform the DHSP proposal!

The Cluster meeting was also told that the RWA had more information supporting their proposed “One Stop Shops” recommendation in addition to the “Coordinated and Integrated Human Service Delivery Models” document review previously circulated to youth services for discussion. The cluster meeting was told the RWA would supply details of this information to anyone interested, although while we have asked for a copy we have not yet seen it. If you would also like details of the research being relied on then please contact the RWA. We have posted an inquiry for information on community builders but have so far received no information about suitable research.

Redfern Oval Recommendation goes to Council Committee Monday 14 November 2005

City of Sydney are bringing their proposals for Redfern Oval back to the Environment & Heritage Committee Meeting on Monday 14 November 2005 in the afternoon (at the conclusion of the Finance, Properties and Tenders Committee - expected sometime after 4 but possibly closer to 5pm). We have provided a copy of the recommendations at the foot of this email and the full set of papers being presented to the Council Committee can be downloaded from http://www.cityofsydney.nsw.gov.au/Council/MeetingsAndCommittees/2005/environment_141105.asp .

There have been a number of articles recently regarding the Oval and the various options being considered, including the inclusion of PCYC. You can see some of these by entering “Redfern Oval” into Google News. One interchange you will not find in Google is the one that has been going between local MPs Clover Moore and Kristina Keneally over PCYC. Clover ran a piece REDFERN PCYC AT RISK in her eNEWS on 4 November 2005 - No. 271 and on 8th November Kristina Keneally responded in Parliament Redfern Residential Redevelopment. Two days later Clover replied in Parliament Redfern-Waterloo Redevelopment. This all looks like a warm up for Monday afternoon, so if you have an interest get in early and get a seat as both the football club and Our Park are bound to be looking to get supporters along.

Redfern Waterloo Plan before Christmas?

Recent public statements from RWA staff indicate that we still may see the Draft Redfern Waterloo Plan before Christmas. Although, as it still is not finalised and has to go to the Minister for his approval, it is difficult to see how the RWA would be able squeeze in consultation on it before Christmas. While the Plan is supposed to guide the actions of the RWA, the lack of a plan has not stopped the RWA from disposing of the Redfern School. REDWatch has earlier made a submission to the RWA and to the Minister setting out how they think the Redfern Waterloo Plan should be put together. Current indications are that the RWA are not considering the participatory approach REDWatch has proposed in their submission at http://www.redwatch.org.au/redwatch/statements/050531Plan/ . Given that major decisions are being made before the Plan is available for community consultation REDWatch has set up a Speak Out Section on the Plan and the Built Environment for those who would like to comment before there is a formal consultation. REDWatch Hillsong Forum - Sunday 20th November 2pm Factory Community Centre Waterloo

There have been some concerned voiced recently about Hillsong’s involvement in the local community services and reports of pressure being applied to people interacting with the welfare arm to attend Hillsong’s religious events. REDWatch has organised a forum on 20th November with Hillsong Emerge for local residents and service providers to meet and discuss their concerns with Hillsong. The meeting is to be chaired by Rev John MacIntyre who has had a long involvement in community and religious activities in the area. If you have questions about Hillsong’s activities in the area then please come along and hear what they have to say.

City of Sydney Community Forum for Redfern Waterloo and Darlington Tuesday 22 November 6-8.30 pm Redfern Town Hall

There will be another Community Forum held for Redfern Waterloo on 22nd November. From 6pm, you can discuss your specific issues directly with Councillors, CEO and relevant officers and talk to Local Area Police Command representatives about policing and safety issues. This is a good opportunity if you work during the day and have difficulty getting to talk to council about everyday things like garbage collections, trees, parks, development applications to quickly meet with the relevant council officer and put your questions. From 7pm to 8.30pm there is a general community forum with reports from Council, including DAs in your area. Some links to Council material about Redfern Waterloo has been provided above.


ITEM 2 REDFERN PARK – OVAL UPGRADE

SUMMARY

A series of objectives for the future development and use of the oval within Redfern Park are proposed following a review of requests made by Council, consideration of a telephone survey of local residents undertaken to gauge community attitude to the future of the oval, and further consultation with a number of other groups.

The groups include South Sydney District Rugby League Football Club (Souths NRL football club) with South Sydney Leagues Club (located opposite the oval on Chalmers St) and Souths Juniors Football Club, Police Citizens Youth Club (PCYC), the Indigenous Land Corporation (ILC) and representatives from Our Park.

There is support from all these groups for the oval to remain the spiritual home of Souths NRL football club through its use as their permanent training facility. The oval is presently used by a number of grades of Souths Juniors in the NSW Rugby League competition.

There was also very strong support for ensuring that any change to the existing oval and park provided open space for both active and passive recreation.

There was limited support for proposals involving a large spectator capacity and the playing of regular NRL home games for Souths NRL football club. Souths NRL football team supported by South Sydney Leagues Club and the CFMEU expressed a strong desire to be able to play a number of NRL home games at the oval.

RECOMMENDATION

It is resolved that Council:

(A) approve the preparation of a Concept Master Plan for Redfern Park with the following directions:

      (i) That active and passive open space for the local community is maximised.

      (ii) That the oval remains the spiritual home of Souths NRL football club by providing a playing surface of an appropriate standard for professional sport and suitable for all other levels of football including junior and school sport.

      (iii) Provision of facilities to allow the use of the ground as Souths NRL football club’s preferred training ground.

      (iv) The facility is managed by the City of Sydney.

      (v) Accessibility to the community and sporting groups in a fair and equitable basis is maximised.

      (vi) Provision of a total ground capacity of up to 8,000 people with the opening-up of views and vistas into the oval from the adjacent streets and the northern end of Redfern Park.

      (vii) Provision of a grandstand of modern design within the footprint size of the existing grandstand and facilities, to include up to the existing grandstand capacity (700 undercover seats) with appropriate facilities, including change rooms Open area seating to be developed in the masterplan.

      (viii) Provision of adequate lighting to meet appropriate standards for training and ensuring adverse impacts on surrounding residents are minimised.

      (ix) Enhanced community access and safety through removal of existing fencing and opening up of appropriate circulation routes linking the oval to the park and surrounding streets, with new fencing minimised to that necessary to ensure reasonable protection of the playing field.

 

                   (B) note that community consultation will be undertaken with all groups in preparation of a Concept Master Plan to be reported back to Council in mid 2006 for approval of public exhibition. A Plan of Management will be completed during the Development Application documentation period.
