REDWatch Social Impact Assessment Guidelines Submission

REDWatch made a submission to the Department of Planning Industry and Environment on the draft guidelines for Social Impact Assessments (SIA) being required on all State Significant Development Applications and State Significant Infrastructure in November 2020. While the LAHC sites are currently with Council rather than DPIE we have argued in our submission that the Social Impact Assessments should be extended to cover such redevelopments. The SIA Guidelines were originally put together for mining projects and redevelopment of settled inner city public housing communities throw up many different social impacts. Waterloo Metro over Station Development Submissions Guide – Until December 2nd 2020

On 5th November 2020 the Department of Planning Industry and Environment (DPIE) put the State Significant Development Applications (DAs) for the Waterloo Metro over Station Development (OSD) on exhibition until December 2nd 2020. There are five different DAs that the community is expected to digest and comment on within the 28 days exhibition period!

Explorer Street Eveleigh Redevelopment Proposal - Community Information Pack

This is the information pack produced by Land and Housing Corporation (LAHC) for the pre-lodgement Community Consultation until 11 December 2020. The Information pack presents three options for the redevelopment and is seeking input prior to lodging a proposal with the City of Sydney Council. In outline the proposal is to replace the exisiting 46 public housing units with 430 dwellings of which around 120 are proposed for Social Housing.
Explorer Street Eveleigh Renewal

On 11 November 2020 the NSW Land and Housing Corporation anounced the renewal of the 46 public housing properties in Explorer Street Eveleigh. This was also considered for renewal in the Redfern Waterloo Authorities BEP2 in 2011. Since 2011 52 dwellings in Rowley Street have had their management transferred to Bridge Housing and are not part of the 2020 proposed redevelopment.
Social Housing Renewal in Central Sydney - Media Release 11th November 2020

In this media release the Land and Housing Minister Melinda Pavey anounced two new housing renewal projects in the City of Sydney LGA at Franklyn Street Glebe and Explorer Street South Eveleigh. The Minister said: “By deconcentrating disadvantage, we can breathe new life into local economies and deliver more jobs, provide better connections to education outcomes and improve amenities for all residents.”
Letter to Explorer Street Tenants advising of the redevelopment

Waterloo Human Services Plan NGO Background Paper

This paper has been put together to assist those entering the Waterloo Human Services Plan (HSP) discussions to understand the historic context. It sets out what Non-Government Organisations (NGOs) believe can be achieved by a Waterloo HSP. It was released on 9th October 2020 in the leadup to discussions with DCJ District about establishing an accross agency Waterloo Human Services Collaborative Working Group.
LAHC response to the Social Sustainability Study Report recommendations

The Waterloo South Social Sustainability Study contains a table with recommendations from the report and Land and Housing Corporation's (LAHC) response to those recommendations. As this is a key indicator of what LAHC has committed to in delivering a socially sustainable development we have extracted the table and made it easily accessible. The full amended Waterloo south social sustainability report can be downloaded from the City of Sydney Waterloo South webpage https://www.cityofsydney.nsw.gov.au/policy-planning-changes/planning-proposal-request-waterloo-estate-south. Parts of this table were missing from the initial version of the report released. When this was fixed it threw out page numbering so the adjusted report does not have page numbers in the first section and page titles were also deleted.
TPCE responsible for all tenant support in Waterloo after LAHC stops funding support positions

In this correspondence from Land and Housing Corporation (LAHC) on 18 August 2020 on behalf of Ministers Pavey and Ward it was confirmed that LAHC would not continue to fund independent support positions in Waterloo. The email points out that DCJ funds the TPCE Program which "supports social housing tenants to access information and services, connect with their local communities and participate in housing and community issues which effect their lives". Tenant Participation and Community Engagement Program (TPCE)

Mission Australia runs the Department of Communities and Justice funded Tenant Participation and Community Engagement Program (TPCE). In December 2018 TPCE replaced the Tenant Resource Participation Service (TPRS) and the Housing Communities Program (HCP) supporting inner city public housing tenants. TPCE is to support social housing tenants to access information and services, connect with their local communities and participate in housing and community issues which effect their lives. Under the TPCE Program, Mission Australia supports Neighbourhood Advisory Boards and tenant groups, provides coaching and training opportunities, and communication with tenants. In this section of the site we have collected material about TPCE including the the details of DCJ's expected outcomes and expectations from the establishment of TPCE.
TPCE Sydney District Priorities

DPIE commit to Human Service Plan delivery for LAHC

In this correspondence from Land and Housing Corporation (LAHC) on 18 August 2020 it was confirmed that the Housing and Property Group within the Department of Planning, Industry & Environment will lead the Waterloo Human Services Plan with support from Department Communities and Justice (DCJ). More details will follow on who will be responsible for this work.
LAHC Reply on behalf of Ministers re support for tenants and human services

On behalf of Groundswell agencies Counterpoint, Inner Sydney Voice and REDWatch wrote to Minister's Pavey and Ward regarding a number of matters including the defunding of the support positions for the Waterloo Redevelopment and the future of the promised Waterloo Human Service Plan. The agencies were also involved in a follow up meeting with Alison Frame, the Deputy Secretary of the Housing and Property Group within the Department of Planning, Industry & Environment where LAHC is located. The email below received on 18 August 2020 is the formal reply on behalf of the Ministers to the issues raised.

Transport for NSW Planning for North Eveleigh Precinct

With the demise of Urban Growth Development Corporation planning for the North Eveleigh site has moved to TRansport for NSW in conjunction with The Department of Planning, Industry and Environment (DPIE). DPIE say they are taking "a new approach to precinct planning which centres the planning system around people, places, public spaces and the environment. While the planning process for the Redfern North Eveleigh precinct will be led by the NSW Government due to its strategic importance, a key element of the new approach is close collaboration with local councils, stakeholders and the local community." Here we are gathering information about this planning process that publically started in August 2020.
REDWatch Correspondence with Council regarding release of Waterloo South Documents

Following the June 2020 REDWatch meeting, REDWatch wrote to LOrd Mayor, Clover Moore regarding the release of Land and Housing Corporation's proposal for Waterloo South. Below you will see our letter to Clover and her response which has addressed the concerns that we have raised with her about the lack of transpaency of the Waterloo South proposal, for which Council was being blamed.
