Public Private Partnerships - FACT SHEET - December 2004

This fact sheet was issued by Housing NSW to explain Public Private Partnerships with the first "social housing PPP" at Bonnyrigg.

New initiatives in partnership

The Department of Housing is looking to structure Public Private Partnerships (PPPs) with the private sector. Under these projects the private sector will be encouraged to invest in social housing infrastructure.

A housing PPP involves a contract between the private sector and the Government.

Typically, the private sector would take on all or most of the risks associated with long term management responsibilities, rather than acting solely as a lender. These risks would include financing, construction, facilities management and risk associated with movements in property values.

PPPs have the potential to significantly enhance value-for-money to Government through private sector innovation and risk management.

The Department is examining projects that have the potential to generate turnover in the order of $200 million within the development, construction, refurbishment and maintenance related industries.

In all projects of this kind, the Government is committed to ensuring:

  • no overall reduction in social housing stock
  • an increase in affordable housing
  • value for money
  • a greater diversity in community outcomes
  • tenants’ access, rights and responsibilities are protected.

Working in partnership to create sustainable communities

The Department of Housing is looking to expand its partnering opportunities with the private sector, local councils and nongovernment organisations on major projects.

Through these initiatives we will aim to:

  • revitalise and build more sustainable communities
  • provide better social and additional affordable housing
  • replace inappropriate social housing stock
  • reduce high concentrations of public housing to build a better social mix
  • reduce maintenance liabilities
  • implement best practice in urban design.

In these initiatives, our partners will be encouraged to invest in private and social housing infrastructure, thereby assisting the Department of Housing in redeveloping and regenerating its housing, as well as creating new stock.

The NSW Government recognises the skills of the private sector in raising capital and in the timely and cost effective delivery of infrastructure. The Department of Housing seeks to leverage these skills by providing opportunities for the private sector to benefit from a range of partnerships.

Cooperation between the private sector and the NSW Government can lead to:

  • the joint delivery and asset management of social and private housing
  • creation of a number of replicable models for private sector participation
  • acceleration of the refurbishment and upgrading of Department of Housing stock to reflect 21st century standards.

The Department is working within the framework of the NSW Government’s Guidelines for Public Private Projects, available from the Working with Government website (www.treasury.nsw.gov.au/wwg/ ).

The State Government has announced its first social housing PPP, the Bonnyrigg Living Communities Project, a plan for community renewal of the Bonnyrigg public housing estate. This renewal project will involve the Department working with other agencies to improve community services such as health, education, employment and training. The Department will work to build a stronger local community. It will also involve changes in the layout of the streets,improved open space, the replacement or upgrading of Department of Housing homes and the building of new houses and flats.
