REDWatch Submission on Metro Quarter Second Amending Concept SSDA January 2026
This submission covers REDWatch's objections to the proposed removal of community facilities space in the revised proposal and the proposal to only provide childcare facilities when the project scope does not generate the need for additional childcare facilities according to its own Social Impact Assessment (SIA). REDWatch also raises concerns about the SIA not assessing the potential impact of the project on the surrounding public housing community and how that impact might be managed. The submission draws on demographic analysis, the Planning Departments SIA Guidelines and earlier studies to raise concerns about the SIA and the proposal based on it.

REDWatch is concerned that the Over Station Development (OSD) Social Impact Assessment for the proposed Second Amending Concept DA on exhibition until 15 January 2026, does not accurately assess the area and its needs. The demolition is being done via a Review of Environmental Factors (REF) which requires early input in the preparation of the proposal rather than feedback on an exhibited proposal. The REF process is running in parallel with the Concept Plan pre-lodgement consultation requiring a separate raising of concerns with Homes NSW. REDWatch has raised a number of recommendations we have asked Homes NSW to consider.
Healthy Waterloo: A Study into the Maintenance and Improvement of Health and Wellbeing in Waterloo (2019 HIA)
Back in 2019 Sydney Local Health District (SLHD) did a Waterloo Health Impact Assessment (HIA) with a focus on impact of redevelopment announcements and relocations. There were a number of tenants involved along with some NGOs (including REDWatch), Council, SLHD, Department of Communities and Justice (DCJ) and Land and Housing Corporation (LAHC). When the HIA was being finalised DCJ and LAHC met with SLHD and wanted a number of changes which were made. One of those was to change the report name from Health Impact Assessment to Healthy Waterloo. The final report then went up to the Health Secretary for sign off but the DCJ Secretary pushed for report not to be issued and there it sat in limbo until it was shaken out in 2025. This post links to the final report.

REDWatch concerns on final Waterloo South People and Place Plan
REDWatch has analysed the changes made by Homes NSW in its final high-level Waterloo South People and Place Plan released 16 October 2025. Of major concern is the removal of recommendations on access to affordable health care and the need for low cost or free options for community spaces and shops. Other recommendations have had language watered down such as earlier "deliver" replaced with "explore" - you can see all the changes in a document comparison. The plan remains only for Waterloo South rather than dealing with the entire estate, however there has been an improvement in demographic figures where they more closely reflect Waterloo South rather than all of Waterloo.

UrbanGrowth NSW, who controlled Landcom at the time, did not take kindly to advice and the workbook was removed within days from their website, last being mentioned in the 2016 UrbanGrowth NSW Annual Report.

This timeframe over Christmas and new year still makes it difficult for many agencies to consult and prepare submissions on the important questions raised and an extension of the time will likely be requested.
