REDWatch Information Required and Received for Consultation on Public Housing

Following is a list of reports, information and activity that is been sort by REDWatch. This is information and reference material relevant to community discussion about BEP2 & the Housing NSW Affordability Fund Preliminary Master Plan. As documents are supplied we will indicate this on the list with a link to the information. As the need for new information or action is required it too will be added to the list. Over time it is hoped that this document will move from being a list of what is predominantly required to a list of where the information can be found. In cases where research is ongoing, such as baseline studies, the information should be released as it becomes available so the community can make use of the information in the consultations rather than the information being kept from the community until a final report is available.

Community Consultations about Consultation

  1. Report of Community Consultations undertaken by Linda Stevens on behalf of the RWA about BEP2

Relevant Previous Local Studies & Research

  1. Redfern Waterloo Partnership Project RED Strategy reports on the redevelopment Redfern Waterloo including reports on redevelopment of public housing as referenced in SMH 28 Nov 2004 report Towers demolished as aid to social levelling – Documents requested and declined by RWA following its establishment.
  2. HNSW High Rise Strategy conducted by Jo Mann of HNSW - HNSW has declined to release the report but instead has released a summary which explains the process for development of the High Rise Strategy some years ago, the main conclusions of the Strategy and what has happened since then. It also includes the records of 3 consultation processes that took place in Redfern and Waterloo areas as part of the process.   3. ANZSOG (ANZ School of Government) Master Students report concerning barriers to working effectively with Housing NSW and addressing the impact of providing housing assistance to people with mental health or drug and alcohol related issues undertaken in 2009 – HNSW correspondence regarding this study can be found on the REDWatch website at - ANZSOG Study.
  4. Redfern-Waterloo Community Drug Action Team (CDAT) Link Worker Risky Drinking Report which investigated the lack of service delivery to this this difficult to service sector of the community.
  5. All research and consultants reports undertaken in the preparation of the RWA BEP2 over the last five years should be released once this report is exhibited so this research can be used in a more participatory HNSW Master Planning process.
  6. Details of baseline study, return and issue analysis and all associated research relating to the Redfern East redevelopment situated at Philip, Walker, Kettle and Morehead Streets Redfern.

Details of External Research being relied upon

  1. Details of external research materials used for framing the Housing Affordability Fund Master Plan and BEP2 should be released so the community has access to the same research.
  2. The most relevant papers should be made widely available to the community with details of how they can access them if HNSW cannot circulate them.
  3. List of the reference material on social mix assessed by HNSW’s researcher, David Lilley indicating areas of relevance to the Redfern Waterloo area and project. This was the basis for HNSW Community Renewal Forum for Redfern & Waterloo titled "Estate Renewal and Social Mix: The good, the bad and the ugly” - HNSW Report on Estate Renewal and Social Mix.
  4. At a HNSW Redfern & Waterloo Community Learning and Research Workshop on 5 October 2010 it was recognised that a mechanism to gauge the relevance of all research to the Redfern Waterloo situation needs to be developed and applied to research. HNSW Redfern & Waterloo Baseline Study

  1. Copy of Baseline Survey(s) conducted in Redfern Waterloo area by Sweeney Research– This has been supplied by HNSW- HNSW Redfern Waterloo Community Baseline Survey
  2. Results and HNSW analysis of Baseline Survey
  3. Rationale and methodology for baseline survey questions and the changes the survey expects to be able to monitor.
  4. At a HNSW Community research workshop on 5 October 2010 it was noted there had been no community involvement in formulation of the base line survey. There was concern that the baseline study did not adequately cover all the areas of concern. A more open ended community base survey should be undertaken to help formulate the ongoing research programme.

  1. Details of all relevant interagency Accords, Action Plans and similar inter departmental arrangements relevant to the issues facing HNSW residents in Redfern & Waterloo should be made public.
  2. Current copy of HNSW’s Human Services Accord – this can be found online at Accord - Housing and Human Services
  3. Current copy of Joint Guarantee of Service – this is a part of the Human Services Accord and can be found online at Joint Guarantee of Service for People with Mental Health Problems and Disorders.   4. Current copy of HNSW’s local Human Services Accord applicable to the Redfern Waterloo Area
  5. HNSW City of Sydney MOU – this is available on the REDWatch website at  MOU between City of Sydney and Housing NSW
  6. The Redfern Waterloo Authorities Human Service Plans and their evaluations – these can be found on the RWA website Human Services Page additional information can be also found on the REDWatch Human Services Page.
  7. Details of how HNSW proposes to address the maintenance backlog in Redfern and Waterloo in a timely fashion. It is of concern that work on the previous Community Safety Audit was not completed and that an estimate of at least two years has been given on HNSW addressing the latest Safety Audit of Redfern public housing. HNSW’s policy on repairs and maintenance can be found on the HNSW website under HNSW Maintenance. The NSW Audit Office has undertaken performance audits of public housing maintenance in 2001 and 2004 and these highlight the problems facing HNSW and public tenants that need to be addressed.   8. Disclosure of the details of how HNSW’s Property Transfer Program policy and its Public Private Partnerships policy are proposed to be implemented in the redevelopment of Redfern and Waterloo public housing and how this will be handled in the consultation and the formulation of the Master Plan.
  9. Details of any other proposals or accords for improving the supply of Human Services to both existing and future community of Redfern Waterloo area should also be released.

RWA BEP2 Structures and Processes

  1. Explanation of why CoS proposed LEP controls are insufficient and why the RWA needs to propose their own controls.
  2. Explanation of how BEP2 and CoS proposals differ and why?
  3. Community engagement process and structure for RWA BEP2 planning framework, including a timeframe – this was consulted on in July 2009
  4. Organisation structure for RWA BEP2 planning exercise, consultation and determination
  5. What will be the mechanism for helping translate community feedback at exhibition events into submissions?
  6. Details of the proposed community feedback mechanism referred to in the November 2009 BEP2 update.
  7. How will any BEP2 modifications made following public exhibition be made available for public comment and possible revision prior to submission to DoP for Ministerial approval.
  8. Will all consultants’ reports on the RWA BEP 2 Plan area be released to the community so that material can be also used by the community in the Masterplan process?

HNSW Masterplan Structures and Processes

  1. Copy of the state and federal policies relating to social mix and any directives regarding its implementation.
  2. Current Brief for the involvement of HNSW Strategic Projects in the RWA BEP2, the HNSW Housing Affordability Fund Masterplan and related activities  in Redfern Waterloo.
  3. Current proposal for community engagement process and structure for Housing Affordability Fund Master Plan including a timeframe.
  4. Current organisation structure flowchart for Housing Affordability Fund Mastrerplan including details of designers and consultants – provided by HNSW as at 5 October 2010 and available on REDWatch website at HNSW Redfern and Waterloo Renewal - Areas of Responsibility
  5. Details of the proposed evaluation process and likely timeframe for the development and evaluation of the Housing Affordability Fund Master Plan.
  6. How and when will the final reports relating to the Housing Affordability Fund Master Planning be made publically available?
  7. Who is to have responsibility for deciding what is to be done with the Reports of the Housing Affordability Fund Master Planning and when will that decision be made public

Role of Waterloo Green Neighbourhood Project

  1. How does it fit in with the regeneration plans for Redfern/Waterloo? Is this model being considered for other high rise as part of the Master Plan?
  2. Given reported cost of around $12 m how will HNSW afford to extend the project to other high rise buildings if the model is considered successful?
  3. What are the costs for the various elements of the Waterloo Green Neighbourhood Project, where is funding coming from and have other projects been cut back to accommodate the trial?
  4. What is the impact on the general maintenance budget?  Is anyone going to miss out on maintenance to make up for the gap? Is this approach viable to extend across all the high rises?
  5. How is the induction process for HNSW tenants to work in the project going? What will they be paid and where will that money come from on an ongoing basis? Is this viable across all the high rises? Can this link to local employment training initiatives such as Learning Employment Education Action Group of the Waterloo Neighbourhood Advisory Board.
  6. Who is going to do the training and where is the money coming from for such training? Is this viable across the high rises on an ongoing basis?
  7. When will the Evaluation and the final costs be released?

Other Issues & Information

  1. Given the timeframe of the Master Plan and the re-development will the landscaping of Waterloo Green continue as proposed in August 2008 and when will funds be available? Feedback to the community about what is happening on this project should be made as a priority.
  2. Will HNSW as part of its Master Plan learn from the problems on Waterloo Green and review how it manages its open space? What is HNSW’s current policy on dealing with anti – social activity on its open space and how is it proposed to be changed to respond to the problems experienced on Waterloo Green.
  3. With the proposed increase in density how does HNSW propose to increase green space per capita which is recognised as being important to public health and wellbeing?
  4. Can HNSW find a way of promptly responding to the findings of the Community Safety Audits by implement remediation as a matter of priority rather than work needing to be delayed for two or more years?
