Mission Australia runs the Department of Communities and Justice funded Tenant Participation and Community Engagement Program (TPCE). In December 2018 TPCE replaced the Tenant Resource Participation Service (TPRS) and the Housing Communities Program (HCP) supporting inner city public housing tenants. TPCE is to support social housing tenants to access information and services, connect with their local communities and participate in housing and community issues which effect their lives. Under the TPCE Program, Mission Australia supports Neighbourhood Advisory Boards and tenant groups, provides coaching and training opportunities, and communication with tenants. In this section of the site we have collected material about TPCE including the the details of DCJ's expected outcomes and expectations from the establishment of TPCE.

In this correspondence from Land and Housing Corporation (LAHC) on 18 August 2020 it was confirmed that the Housing and Property Group within the Department of Planning, Industry & Environment will lead the Waterloo Human Services Plan with support from Department Communities and Justice (DCJ). More details will follow on who will be responsible for this work.

On behalf of Groundswell agencies Counterpoint, Inner Sydney Voice and REDWatch wrote to Minister's Pavey and Ward regarding a number of matters including the defunding of the support positions for the Waterloo Redevelopment and the future of the promised Waterloo Human Service Plan. The agencies were also involved in a follow up meeting with Alison Frame, the Deputy Secretary of the Housing and Property Group within the Department of Planning, Industry & Environment where LAHC is located. The email below received on 18 August 2020 is the formal reply on behalf of the Ministers to the issues raised.

With the demise of Urban Growth Development Corporation planning for the North Eveleigh site has moved to TRansport for NSW in conjunction with The Department of Planning, Industry and Environment (DPIE). DPIE say they are taking "a new approach to precinct planning which centres the planning system around people, places, public spaces and the environment. While the planning process for the Redfern North Eveleigh precinct will be led by the NSW Government due to its strategic importance, a key element of the new approach is close collaboration with local councils, stakeholders and the local community." Here we are gathering information about this planning process that publically started in August 2020.

Following the June 2020 REDWatch meeting, REDWatch wrote to LOrd Mayor, Clover Moore regarding the release of Land and Housing Corporation's proposal for Waterloo South. Below you will see our letter to Clover and her response which has addressed the concerns that we have raised with her about the lack of transpaency of the Waterloo South proposal, for which Council was being blamed.

We know that Covid-19 has been a challenging time, are you in need of a mate? Counterpoint Community Services has put together a flexible response team of "mates" to help. The mates can help with: Job seeking assistance; Emotional and counselling support; Collection of essential shopping, medicines and other household items; Help with navigating and accessing on line services; Support and wellbeing check and assistance to access other supports; Assistance with small tasks around the house; and Support for personal growth, education and development. This is the poster for the Flexible Errand Project funded by a City of Sydney grant. Counterpoint will do a simple assessment for the best way to assist you as this service is for community members identified as with a ‘priority need’ and who are significantly affected by COVID-19 in the City of Sydney’s LGA.

These are the final recommendation PowerPoint slides to accompany the Waterloo Impact Project Report. The Waterloo Impact Project explores local perceptions to establish what views exist around the local client referral system and coordination between agencies, both government and non-government, and the needs for any improvement. The consultation consisted of interviews and focus groups with residents and agencies. A draft report was made public in January 2020, and feedback was requested. Independently facilitated follow up workshops took place to test the findings and recommendations. This was a challenging endeavour due to the impacts of Covid-19. The Counterpoint team worked alongside the Waterloo Neighbourhood Advisory Board Waterloo Redevelopment Group and the Redfern Waterloo Groundswell since August 2019 to ensure the report’s relevance and accuracy.

This webinar is highly recommended as it provides an excellent explanation of the LAHC proposal and the approach Council is taking to assessing LAHC's proposal.

With Council releasing a site plan for Waterloo and Council’s planning proposal for the Redfern Build-to-Rent (this is the site containing the PCYC site) being finalised by Council tonight, it is possible to have a wider discussion about these LAHC and Council plans.

News Item LAHC's Waterloo South Plan released by City of Sydney by REDWatch, last updated: Jun 27, 2020 05:44 PM
Following representations from REDWatch, Agencies and public tenants, the City of Sydney has released a plan showing proposed heights and layout of Land and Housing Corporation's proposal for Waterloo South. In releasing the plan the Council has reworked their web page to show the LAHC proposal alongside the 2019 LAHC Preferred Master Plan and the Councils's own 2019 proposal. Council has made it clear that "It is likely changes will be made to the proposal the corporation has submitted as the process of review will continue during the assessment phase."

In their first newsletter since issuing the Preferred Plan in January 2019, this is how LAHC advised Waterloo public housing tenants of the details of their Waterloo South master plan. Tenant representatives and agencies had requested LAHC to provide a similar level to that which was released in January 2019 if they changed the plan. There is not even a plan of what LAHC is proposing, only some artists impressions which are meaningless for a rezoning proposal.

LAHC has verbally advised Counterpoint Community Services that it will not extend the funding for the Waterloo Community Development, Aboriginal Liaison and bi-lingual educators (Russian and Chinese) past the end of June 2020.
