LAHC Search for renewal partner for Waterloo Estate

Land and Housing Corporation (LAHC) issues the following statement in their news section on 7 July 2022 announcing the launch of the EOI process for the redevelopment of Waterloo South and the option to redevelop the rest of the Waterloo Estate. The EOI is inviting interested parties, who must include a developer and a registered Tier 1 Community Housing Provider but may also include non-CHP members such as builders or investors. The tender summary says "LAHC is also seeking excellence in the long-term management of social housing residents and assets, including the provision of wrap around services to residents that improves their social and economic wellbeing. In addition, LAHC is focused on ensuring that the needs and ambitions of the Waterloo Aboriginal community are specifically addressed and advanced through the Waterloo Renewal Project". The tender documents are not assessible to the public and tenants, only to potential tenders under a confidentiality agreement.

One of Australia’s largest urban renewal projects is a step closer, with the NSW Government launching an Expressions of Interest campaign to seek a renewal partner for the redevelopment of the Waterloo Estate.

NSW Land and Housing Corporation Acting Chief Executive Deb Brill said the project will create a vibrant and diverse community with new homes, parks, streets, retail and community services, next to the new Waterloo Metro Station opening in 2024.

“We are excited to launch an expression of interest (EOI) for this project, which will provide new inner-city housing with a mix of around 6,000 social, affordable and private homes, one kilometre from the Sydney CBD,” Ms Brill said.

“Following public exhibition of the planning proposal for Waterloo South, we’re now seeking a renewal partner consortium to work with us under a long-term collaborative contracting model.

“The consortium will include a developer and community housing providers to renew the Waterloo

South precinct, with the opportunity to lead future stages at Waterloo Central and Waterloo North.”

The ideal renewal partner will support residents through change and help deliver a vibrant inner-city community with a real sense of place, diverse housing and new retail, in a central location connected to employment, health and education opportunities.

“The positive social impact of mixed tenure housing is evident - in Australia, the United Kingdom, and Europe - it creates more inclusive and successful communities,” Ms Brill said.

“Our plans for Waterloo will do just that, and by breathing new life into old social housing estates with diverse and resilient housing types, we're providing new fit-for-purpose homes - for all social housing residents and for first and new home buyers.”

LAHC is working collaboratively with the Aboriginal Housing Office (AHO) to support and enhance positive outcomes for the local Aboriginal community as part of the project.

Acting Chief Executive for AHO Simon Newport said he supports LAHC’s commitment for a minimum 10% of all new social and affordable housing at the redeveloped Waterloo Estate being dedicated for Aboriginal people.

“Our vision is to ensure every Aboriginal person in NSW has equal access to, and choice in, social and affordable housing,” Mr Newport said.

“We are proud to partner with LAHC to deliver more homes for the Aboriginal community in South Sydney, on Gadigal country, and acknowledge the integral role that Aboriginal and Torres Strait Islander culture and heritage plays in the area.”

The renewal will include support for residents to relocate, improved human services, and programs that provide pathways out of social housing and into home ownership.

A two-stage process will see a Request for Proposal phase administered by LAHC following the EOI phase which will launch Friday 8th July 2022.
