Some Issues for consideration in the Waterloo South Concept Plan
Below REDWatch has outlined some issues that tenants and the broader community might like to consider as they prepare for the consultations in late October 2025 about the Concept Plan and zoning changes proposed by the Stockland consortium. This document will be updated as issues arise and as more information becomes available. The date of the latest changes is shown at the bottom of this page.
REDWatch primer for Waterloo South Concept Plan and Rezoning Consultation – October 2025
Stockland will release a draft Concept Plan for Waterloo South in late October 2025 for pre-lodgement consultation. In preparation for the consultation, REDWatch has pulled together background material about this more detailed Concept Plan, what it covers and some of the issues that will need to be considered. This document brings together material REDWatch and Stockland have previously made public as well as the latest consultation information.
REDWatch concerns on final Waterloo South People and Place Plan
REDWatch has analysed the changes made by Homes NSW in its final high-level Waterloo South People and Place Plan released 16 October 2025. Of major concern is the removal of recommendations on access to affordable health care and the need for low cost or free options for community spaces and shops. Other recommendations have had language watered down such as earlier "deliver" replaced with "explore" - you can see all the changes in a document comparison. The plan remains only for Waterloo South rather than dealing with the entire estate, however there has been an improvement in demographic figures where they more closely reflect Waterloo South rather than all of Waterloo.
Scoping: What Changes do Stockland want to make?
With the release of the Stockland and Homes NSW Scoping Proposal for a Rezoning and Concept SSDA for Waterloo Estate (South), we have our first detailed look at some of the changes the Homes NSW and the Stockland consortium wished to make to the proposal in the outlined in the 2022 rezoning and how they plan to proceed. This is a snapshot of what Stockland proposed on 20 August 2025 to Planning NSW and thinking may have changed since this document as a result of further work and consultation.
People and Place Recommendations 2025 Changes from 2024 Draft
The Waterloo South People and Place Plan provides a high-level outline of key recommendations to help deliver positive outcomes for Waterloo people and places. There were a number of changes made to the recommendations in the final version. Many of those changes softened the recommendations by qualifying language as well as removing recommendations relating to access to affordable health care and the need for low cost or free options for community spaces and and shops. This document is produced from a text comparison by REDWatch of the recommendations proposed in the Draft 2024 People and Place Plan with the Final released in October 2025 and shows all changes.
Indicative location of housing types across Waterloo Estate (South)
Figure 6 in the Scoping Proposal shows the proposed concept SSDA Scope and shown possible locations for different housing types. This version does not differentiate between in perpetuity affordable housing and that which may not be in perpetuity.

The report text says “The first detailed SSDAs will relate to Block 8 and Block 9, being the first of six indicative stages of the Waterloo South development illustrated at Figure 5”. Stockland Update on Waterloo South Planning and Design - 2 October 2025
This presentation on Waterloo South by Stockland provides an overview of Stockland's commitments for Waterloo South as well as an planning and design update on how Stockland plan to manage consultations and applications over the next year or so. CoS Presentation on Housing Delivery Authority for Resident Action Group Briefing 27 Aug 2025
This is a presentation made by City of Sydney Planners on the Housing Delivery Authority (HDA) and the Council's concerns about its impact on planning within the City of Sydney Local Government Area. The presentations shows some examples of sites going to the HDA to gain increased floorspace at the expense of the delivery speed that the HDA is supposed to be facilitating. This presentation was made to Community Groups on 27 August 2025 prior to the NSW Government introducing the Environmental Planning and Assessment (Planning System Reforms) Bill 2025 which proposes to make the Housing Delivery Agency a permanent part of the Environment Planning and Assessment Act.

DCJ Housing / Homes NSW response to 2025 Performance Audit of Social Housing
This is a copy of the DCJ response to Audit found in Appendix A of the June 2025 Performance Audit of DCJ Housing now Homes NSW. The letter provides the DCJ acceptance of the Audit recommendations and makes comments on each recommendation. This PDF includes the image of the DCJ Letter appearing in the Audit Report with an Optical Character Recognition (OCR) overlay so it can be more easily copies and searched. The version in the Audit report PDF is not searchable and the web version of the report did not link to the Appendices at the time of posting. Please check any text taken from this file against the underlying image as errors often occur when OCR processing documents.
REDWatch Submission - Changes to reduce Homes NSW exhibitions to 14 Days
These changes were proposed by changes to Community Participation Plan in June-July 2025. The proposed changes were to reduce public exhibition timeframes from 28 to 14 days for certain residential State Significant Development (SSD) applications Submission which included Homes NSW developments. This is REDWatch's submission on that proposal.

You can provide feedback on this proposal to hello@OFFICE.org.au - The RRR project is independent from Homes NSW and separate to the redevelopment plans for Waterloo South. Homes NSW say that it will be many years before they develop this area and 10 years before people have to relocate.

Waterloo Relocations start in south west of estate
Waterloo South tenants living in the two block surrounded by John, Cope, McEvoy, and Mead Street to the South of the estate were hand delivered relocation notices on 27 February advising them that they will be relocated within the next six months.
Waterloo South Stage 1
On 27 February 2025 tenants in the first stage of the Waterloo South Public Housing Estate Redevelopment received their relocation notices. On 10 April 2025, Homes NSW announced that they had finalised contracts with the Stockland Consortium to undertake the redevelopment. These events marked the the introduction of the consortium to the community and the commencement the next stage in the planning of the redevelopment. Landcom's Stakeholder Consultation Workbook 0905
You will see references to this report online but the report itself disappeared in late 2015 so we have put it up for easy access. In the Inner Sydney Voice of Summer 2015/16, Wendy Sarkissian, an experienced engagement practitioner and Life Fellow of the Planning Institute of Australia (PIA), said “For practitioners like me, that Workbook provided direction and reassurance and it is definitely a good starting point.” She suggested the workbook be updated and went on to make some suggestions on how UrbanGrowth NSW could improve their community consultation. UrbanGrowth NSW, who controlled Landcom at the time, did not take kindly to advice and the workbook was removed within days from their website, last being mentioned in the 2016 UrbanGrowth NSW Annual Report.
Federal Election 2025 - Statement on lack of Candidate's Forum
For the 2025 Federal election REDWatch along with Alexandria Residents Action Group (ARAG) and Friends of Erskineville (FOE) attempted to organise their regular candidates forum. The forum in the end had to be cancelled as it was not possible to get participation from the local member. This statement explains some of the difficulties of organising local candidate's forums in safe seats like Sydney and calls for all political players in future to work with local community groups to facilitate local candidate forums.

REDWatch Meeting on Waterloo Metro’s new plans – 27 March 6pm
REDWatch has had to move its April meeting forward a week so we can get the relevant people from Mirvac / John Holland to present on their new plans for the Waterloo Metro Over Station Development. These plans will increase overshadowing over the Waterloo Park to the east of the Metro.
REDWatch submission on amendments to Sydney LEP and Sydney DCP including return of some RWA areas.
This is the REDWatch Submission of 14 March 2025 on the Amendments to Sydney Local Environmental Plan and Sydney Development Control Plan. This submission includes issues related to Heritage issues on the Former Eveleigh Railway Workshops including the exclusion of important heritage items from the map and a request for the former yards to be covered by a Heritage Conservation Zone. The submission also objects to the exclusion of Rachel Forster site from the Heritage map, the exclusion of Gibbons Street reserve coming to the LEP and concerns about the 2007 late night trading areas between the Pemulwuy Project and Cleveland Street being retained.

REDWatch Submission on Homes NSW Discussion Paper - January 2025
This is a copy of the REDWatch submission in January 2025 in response to the Homes NSW Discussion Paper to inform the Homes for NSW Plan. With input cutting off in February for both a Homes NSW Homelessness Strategy paper and an Audit Office enquiry into Homelessness and Social Housing, this submission may assist some people interested in making submissions on this topic. It was not possible for REDWatch to hold a public meeting for this submission as a result of Homes calling for feedback in December and then requiring feedback by mid-January.

Homes for NSW discussion paper – Have your extended until 17 January 2024
Homes NSW released on 3 December 2024 its much awaited discussion paper on its future operations. Tenants and agencies now have until 17 January 2025 to comment on a range of important questions. The close off date has been extended from 20 December which was a very short period in normal circumstances, but ridiculous during the silly season. This timeframe over Christmas and new year still makes it difficult for many agencies to consult and prepare submissions on the important questions raised and an extension of the time will likely be requested.

Resources on Loneliness and Social Prescription
On 3 October 2024 REDWatch held a meeting on Loneliness Social Prescribing and Wellbeing (see link to slides below). In preparation for this session REDWatch spoke to a number of people with experience in Loneliness and Social Prescription. Below, based on our preparation for this meeting are some suggestions for resources people can access if they need specialized help or need to find activities. This list was correct as at 31 October 2024.
Ending Loneliness in the City Community Forum Summary Report
On June 8 2023 at the Sydney Town Hall around 60 people including representatives of resident action groups, social and community organisations, and researchers from the City of Sydney Local Government Area, attended a forum about loneliness in the city. This report summarises some of the main points from the discussion on the day, along with some highlights from relevant research about loneliness and examples from other countries about what is working to address loneliness, including local councils. It includes recommendations and suggestions for action that could be taken at the local level to address loneliness and increase social connection. The forum was co-hosted by Councillor Sylvie Ellsmore (City of Sydney), Sydney Alliance, Wayside Chapel, the Coalition of Caring for Community Centres (4CCCs), Inner Sydney Voice and the Greens. The forum focused on three themes: • What is known about loneliness, particularly as it impacts those in the inner-city? • What works to prevent loneliness? • What opportunities are there at the local level, for those living and working in inner city, City of Sydney Council, to address loneliness?

Homes NSW to bring Tenant Participation and Community Engagement inhouse
In the following statement on 27 September 2024, Homes NSW announced that from January 2025 that Homes NSW will take over responsibility for Tenant Participation and Community Engagement (TPCE) activities. This role has previously been provided by independent third parties who has been responsible for facilitating tenant voices. For the last five years TPCE has been run statewide by Mission Australia for government. Prior to that program tenant participation was facilitated locally by Inner Sydney Voice who ran the Tenant Participation Resource Service (TPRS) and Counterpoint Community Services who ran the Redfern Waterloo Housing Communities Program Project (CDP). A complimentary project which was responsible for the community gardens, the University of NSW Community Development Program (UNSW CDP) ended in 2017.
RedWater Montage - Volunteers ... The Heart of Our Community (2019)
This booklet was produced by Counterpoint Community Services in 2019. It collects stories of volunteers in the Redfern and Waterloo area and information about where they volunteer. These stories both show the importance and strength of volunteers and groups in our community. Hopefully the stories also encourage others to volunteer some time to help others in the community. Homes NSW presents on North Eveleigh Clothing Store Precinct
On Thursday 5th September at 6pm Homes NSW will discuss the future of the North Eveleigh Clothing Store Precinct. Homes NSW is taking over responsibility for the development of housing on this precinct to deliver around 500 homes, half of which would be social and affordable housing.

Waterloo Connect – Community Update (newsletter) July 2024
This newsletter was distributed in July 2024. The Homes NSW newsletter was rebranded as Waterloo Connect. This issue advises tenants that "The successful consortium is expected to be announced in mid to late 2024." It provides no new timeframe for relocations which were due to start mid year according to earlier Homes NSW material.

On 1 July 2024 following the statewide audit of government land, a former clothing store precinct in the heart of Sydney is among the first of four sites identified as being suitable to deliver much needed social and affordable housing stock. This is the media release for that announcement.
Homes NSW Planning for Clothing Store Precinct
On July 1 2024 the NSW Government announced that the Clothing Store precinct was being transferred to Homes NSW for a 500 housing redevelopment with 50% earmarked for social and affordable housing.
North Eveleigh Clothing Store Precinct
This is the part of North Eveleigh to the Newtown side of Carriageworks. I contains the affordable housing Platform Apartments. In 2024 the balance of the site is being transferred to Homes NSW.
North Eveleigh Paint Shop Precinct
This is the precinct between Carriageworks and Redfern Station that was rezoned in 2003.
Carriageworks Precinct
Carriageworks was developed prior to the RWA being established but was expanded subsequently. The conversion of the Blacksmith's Shop into Eveleigh Markets is included in this precinct.
Planning Across all of the North Eveleigh site
Currently disused railway land between Wilson St and the railway line with the old Carriage Workshop renovated as a Contemporary Performing Arts facility in the middle of the site. This site has had many studies done across the entire site and this section contains that material. Within this site there are sub precincts for The Paint Shop, Carriageworks and the Clothing Store Precincts and where planning relates specifically to these precincts we have included this work under the different precincts. There are also issues relating specifically to the Chief Mechanical Engineers building and to the proposed connection across the rail line at Carriageworks that we have also given their own sections on the website.
