DPE Media release on North Eveleigh announcements - 7 May 2023

This media release was issued by Robert Stokes and Anthony Roberts on 7 March 2023 regarding the rezoning of the North Eveleigh Paint Shop Precinct and the shortlisting of developers for the North Eveleigh Clothing Store precinct.


A major inner city urban renewal precinct with up to 900 new homes, including 600 set aside for affordable and diverse housing, is a step closer after the ten hectare Redfern-North Eveleigh precinct reached two important milestones.

The 5.5 hectare Paint Shop sub-precinct has received rezoning approval from the Department of Planning and Environment, while four proponents have been shortlisted to deliver build-to-rent housing on the neighbouring Clothing Store sub-precinct. 

Minister for Infrastructure, Cities and Active Transport Rob Stokes said the projects would make housing more affordable and attainable for the people of the inner city. 

“This is yet another example of the Liberals and Nationals Government transforming surplus public land that was off-limits to the public for generations, into a world-class urban renewal precinct with hundreds of affordable homes,” Mr Stokes said.

“Public land must provide a public benefit and this project has all the ingredients to become one of the most desirable places to live, right on the doorstep of Tech Central and the Sydney CBD.

“By partnering with the private sector to deliver build-to-rent housing at the Clothing Store, we’re giving renters peace-of-mind and housing security, while retaining long-term ownership of public land.”

Minister for Planning and Minister for Homes Anthony Roberts said that everyone across NSW deserves a safe place to call home, no matter their income or circumstances.

“The NSW Liberal and Nationals Government has invested a record $2.8 billion to address end-to-end housing, the biggest investment in decades,” Mr Roberts said.

“We’re increasing housing by fast-tracking planning, building new homes, upgrading social housing, bolstering key worker accommodation and unlocking government-owned land.

“The NSW Liberal and Nationals Government is committed to delivering innovative, diverse and affordable housing solutions for communities in Sydney and NSW.”

The rezoning of the Paint Shop sub-precinct, named after the 135-year-old red brick Victorian workshop where trains were overhauled up until 1988, includes:

  • Adaptive reuse of the 6,000 square metre Paint Shop building.
  • New public square fronting Wilson Street, new public parkland near Chief Mechanical Engineer’s building and new public square near Carriageworks.
  • Plans for more than 300 new homes. 
  • Supporting 8,000 jobs during construction and up to 16,000 jobs ongoing.
  • A 30 percent diverse and affordable housing target.
  • Building heights ranging from three to 26 storeys.
  • Leading sustainability initiatives including an all-electric precinct, water storage and reuse facilities and a target for 6 green star community rating.

The transformation of the Clothing Store sub-precinct includes:

  • Plans for up to 600 new homes across buildings.
  • 90 per cent set aside for build-to-rent, where land ownership is retained by the Government.
  • A 30 per cent commitment to diverse and affordable housing across the sub precinct.
  • Adaptive re-use of the heritage-listed Clothing Store building.
  • More than 3,000 square metres of new, green space.
  • Buildings ranging from four to 12 storeys in height.


With a long history of industrial works at the Redfern-North Eveleigh site, a significant remediation program will also be included as part of the urban renewal program.
