The proposal that will set new planning controls for the part of North Eveleigh that is between Carriageworks and Redfern Station has gone on exhibition for 30 days until 25th August.

Transport for NSW (TfNSW) will provide a briefing and answer questions on the Redfern North Eveleigh Paint Shop Precinct Planning Proposal for REDWatch on Monday 1st August 2022 at 6pm. Like all REDWatch meeting this meeting is open to all interested members of the community. The meeting will be held on Zoom via https://tinyurl.com/RedwatchZoomMeeting. This will be an opportunity to find out about the proposal and to ask your questions.
REDWatch is planning a follow up public meeting about 2 weeks later to provide an opportunity for people to raise their concerns and to encourage discussion and submissions.

REDWatch’s usual monthly meeting on 4th August at 6pm will go ahead as usual on the same Zoom link and will feature the NSW Land and Housing Corporation talking about the logistics of the Waterloo South redevelopment.
How to find Information about the Paint Ship Precinct Proposal
What is proposed
The Minister’s media release describes the key features of this mainly commercial development as:
- Adaptive reuse of the 6,000 square metre Paint Shop building.
- New public square fronting Wilson Street.
- New public parkland near Chief Mechanical Engineer’s building.
- New public square near Carriageworks and the Paint Shop.
- Plans for up to 450 new homes, around 8,000 jobs during construction and up to 16,000 jobs once activated.
- At 30 per cent diverse housing, at least half of which must be social and affordable housing.
- Building heights ranging from three to 28 storeys.
REDWatch has as yet not had a chance to go into the proposal in detail so we have just used the Minister’s description.
Consultation Opportunities
If you want to hear about the proposal or raise questions in person about the proposals these are the options:
- REDWatch has arranged an online TfNSW briefing and Q&A session at 6pm on Monday 1st August (via Zoom on https://tinyurl.com/RedwatchZoomMeeting)
- TfNSW will hold a livestream event on its plans at 6pm on Tuesday 9 August. To keep up-to-date with registration for the livestream event and be notified of other pop-up event dates, you can email projects@transport.nsw.gov.au or phone 1800 684 490.
- The TfNSW project team will be at Carriage works Farmers Market on Saturday 6 August and Saturday 13 August between 9 am and 12 noon. Planning is also underway for a heritage tour of the site.
- REDWatch is planning a Community meeting around mid-August so community members can meet, air their concerns and discuss the issues they want to raise in submissions. We will advise the date to our email lists and on the REDWatch Facebook page.

The studies, masterplan and the place for submissions is on the DPE Planning Portal. There are lots of interesting studies in addition to the Urban Design study that forms the basis of the Masterplan. For example after the struggle to get impact assessments accepted in Waterloo it is encouraging to see that the Social Infrastructure report includes an equity-focused Health Impact Study and that social and affordable housing are both being proposed for the site.
TfNSW has a Redfern North Eveleigh Precinct Renewal webpage that puts the current exhibition in the wider context such as what is happening for the Clothing Store Precinct or how this relates to Tech Central or the EOI for use of the Chief Mechanical Engineers Building.
TfNSW has produced a Redfern North Eveleigh Precinct Renewal Newsletter which contains an illustration of the Outline of the Paint Shop Precinct Masterplan.
In a pre-emptive frequently asked questions (FAQ) document we get Questions like: Q: Will there be a second bridge from North to South Eveleigh? The Answer: While not part of the scope for the rezoning proposal, this has been considered when developing the masterplan. The design has ensured that any potential future pedestrian connection could be integrated within the proposed rezoning proposal. Which begs the question that if it has been considered and the design allows it why is it not there. The Urban Design Study p.324 answers this question with - Detailed consideration is outside the project scope and does not have NSW Government funding.
In the virtual engagement room you will also find artist impressions as well as links to these three videos: the project animation (flythrough); project overview video; and the project update video. As this about planning controls that a developer will use to design buildings and spaces it is important to understand that these images do not represent what will be built. They are just one possible future. Also as you can see from this still from the flythrough not everything in the Masterplan is captured – in this case the potential extension built over the Paint Shop in the Masterplan is not shown.

Heritage a big concerns for North Eveleigh
Given that North Eveleigh is part of the former Eveleigh Railway Workshops, there are lots of heritage issues that will need to be considered. Putting a possible building up through the middle of the Paint Shop is just one of them. Heritage is not just about the heritage buildings it is also about the opportunities for the capture of the worker and social history of the site and the area.
Many years ago REDWatch provided input into a proposed overarching Conservation Management Plan (CMP) that was to stretch across the entire former Eveleigh Railway Workshops site and guide a holistic interpretation and heritage governance of the wider precinct. When UrbanGrowth died the document disappeared but with the North Eveleigh Paint Shop proposal an updated Overarching CMP has emerged. Now those with a heritage interest can see what it covers and use this exhibition to comment about whether it is fit for the purposes originally intended or not. Will it knit together heritage interpretation across both North and South Eveleigh including Carriageworks so it can be appreciated as the single heritage it was or will it allow for heritage interpretation to be even further fragmented as the sites breakup into different ownership.

Guide to the Exhibition Documents
The main exhibition document for the exhibition is the Redfern North Eveleigh Renewal Project Paint Shop Sub-Precinct State Significant Precinct Study - Planning Report which is on the planning portal for the exhibition as the Planning Report.
The report documents appear on the DPE website in alphabetical order. In some cases the document names on the planning portal differ from those used in the planning report; or there may be two reports on the portal for one appendix or in the case of heritage Interpretation there are two appetencies combined in one exhibition report.
